  1. On or about 14 December 2023, the applicant sought to file an application for constitutional or other writ, which referred to and relied upon the applicant's affidavit affirmed on 14 December 2023. On 18 December 2023, Jagot J directed the Registrar to refuse to issue or file the application without the leave of a Justice first had and obtained. On 1 February 2024, Beech-Jones J refused the applicant's ex parte application for leave to issue or file the application dated 14 December 2023 on the grounds that the proceedings that the applicant sought to commence were "an abuse of process, frivolous and vexatious" and that there was "no basis in law" for making the principal orders sought by the applicant.

  2. An appeal to this Court would enjoy no prospects of success.

  3. Leave to appeal is refused.
