JUDGMENT OF THE COURT AS TO COSTS

[1]   We have considered the respondents’ application for costs and the submissions of the appellants in opposition.  We have come to the view that an order should be made in favour of the respondents.  We fix the amount at $2,000 plus disbursements and any other reasonable payments, to be fixed if necessary by the Registrar.
