REASONS

1. Mr Clarke has belatedly provided the evidence of personal circumstances that was requested by the Registrar.  It is because he failed to provide it that she declined his request for waiver of the filing fee.

2. The information establishes that a waiver is justified.  I allow Mr Clarke’s application for review accordingly.
