made to attach students to any particnlai’ denomination, and that any student should he excused from attendance upon religious insi ruction or religious ohserTances on expi’ess declaration that she has con scientious objections tliereto. And wliereas tlie Senate of the University has recently resolved that it v ill receive the proposed College for Women into affiliation in the event of its being established and endowed by the authority of Parliament, and tliat it will dedicate to it a site for necessary buildings and recreation grounds, provided that the College be established and endowed within four years. And whereas it Avas agreed at tbe said public meeting that the governing body of the College should be composed of tAveh'e members, of A\diom not less than four should be women, to be elected in the first instance by the subscribers, and subsequently in such mauner as might be determined, together Avith two members of the Senate of the University, to be appointed by the Senate from time to time. And Avhereas considerable, but not yet sufficient, priA ate contributions have already been made toAvards the establishment of the said College, under and in furtherance of the said resolutions. And Avhereas it is expedient to provide by laAv for the establishment, incorporation, and endoAvment of such College upon the basis hereinbefore mentioned, and in manner hereinafter contained. Ec it therefore enacted by the Queen’s Most Excellent Majesty, by and Avith the advice and consent of the Legislative Council and Legislative Assembly of N cav South Mbalcs in Parliament assembled, and by the authority of the same, as folloAvs :—
| Incorporation . | 1. So soon as it shall be made to apjiear to the satisfaction of the Governor that a sum not less than fiA O thousand pounds has been subscribed for or otherAvise contributed toAÂ ards the endoAvmcnt of the proposed College for 'Women, and that the amount has either been paid or secured to be paid for that purpose in accordance Avitli section two of the said first recited Act, and that tAvelvc elected Councillors for the government of the said College in accordance with the constitution thereof, as in this Act set forth, haA’e been duly elected, the same shall be notified by jii’oclamation in the Ncav South M^ales Government Gazette, under the hand of the GoA'ernor; and immediately npon such notification and from thenceforth the Principal and Councillors of the said College shall be, and they arc hereby constituted, a body politic and corjioratc by the name of the Council of The "Women’s College, by AAffiich name the said incorporated body shall have perpetual succession and a common seal, and shall sue and be sued or othcrAvise appear and ansAver and be ansAvered, and may take and hold to them and to their successors by grant, Avill, or othenAdse, in perpetuity, or for any term, of life or years, as Avell chattels and other personal property, as lands, buildings, and hereditaments, and may alien or othcnvisc dis pose of or demise the same or any part thereof, other than the land which may be granted to it as a site for buildings and recreation grounds for such College, and also shall or may do all other things incident or ap]iertaining to a body j^olitic and corporate, and there shall be vested in the said Council the gOA^ernment in all respects of the said College and all matters relating thereto. |

Upon such incorjioration there shall be paid out of the Con solidated llevenue in aid of the buildings of the said College, a sum or sums not exceeding five thousand pounds in the Avhole, nor more than shall have been from, time to time actually expended by the College out of the subscribed funds for the purpose of building, Avhich said sum or sums shall be paid by the Treasurer of the Colony under Avarrants signed by the Governor. |

but upon tlie conditions named in tlie fiftli and sixth sections of tlie said Ih’st recited Act, a sum of five hundred pounds for the use of and as salary to the Principal of the said College or in aid of such salary.
4. The said body jiolitic and corporate shall consist of twelve ronstituUon of
elected Councillors and two ex o(Jicio Councillors and a Princi])al, as Council,
hereinafter mentioned; and for the purpose of the first ap[)ointment
of elected Councillors a meeting of tlie subscribers and contributors
to the said Endowment Eund shall be conveiu'd by the Chancellor of
the University, and at sucli meeting, or at an adjournment thereof,
there shall be elected twelve Councillors of the College, of Avlioni
at least four shall be women, and Avbo sball be elected by the sub
scribers and contributors to the said fund and the executors or
administrators of any deci'ascd person aa'Iio sball baA'e b(’qii('athed or
giA'cn in his life time any sum of money toAvards the said College',
lieiiig; each subscriber or contributor (including such exe'cutors and
administrators) of one pound paid, to liaAm one vote; every sub
scriber of ten pounds to have two A otes; cAmry subscriber of tAventy-
fivc pounds to have three Avites ; every subscriber of fifty pounds to liaA'c
four A'otes; and every subscriber of one hundred pounds or u])A\ ards to
have five Amtes. All such A'otes shall be gUen by ballot; and sub
scribers not present at any meeting for such purpose Avho may

5. The Councillors first elected shall retire in manner folloAving, RoUrement of
that is to say, four, to be selected by ballot, at tlie end of four years ; Councillors,
four, selected in like manner, at the end of fiAm years ; and the remain
ing four at the end of six years : but such retiring Councillors shall in
all cases be eligible for re-election, and they sball respectively continue
in ofhee until their successors shall ha c been elected.

manner as tbe Council sball appoint by the remaining Councillors and such members of the College as sliall baA'e become graduates of tlie UnUersity of at least tbree years’ standing, and of the full age of twenty-one, Avbo shall eontinue on the books of the College. ProA'idi'd that all such elections shall be for the term of five years only, subji'ct to eligibility for re-election; and that all casual Avacancies by death, resignation, or otlicr cause determined by the by-laws of the Corpo ration, sball be filled up for the residue only of the term of office lu'ld by tlie Councillor in respect of Avbom any such vacancy shall have arisen; but Avith like eligibility for re-election.

9. Tbe Chancellor of tbe University, or, in his ahsence, the visitor.
Vice-Chancellor, sball be the visitor of the College, and shall luiA'e the right to visit tbe College at any time, and Avith or Avithout some otlu'r member of the University Senate, to examine the manner in Avhich it is conducted, and to sec that its laAVs and regulations are duly observt'd and executed, and shall })osscss all other such poAi'crs as by laAV apper tain to the office of A'isitor to a College.

Fuhlic Works {Committees Remuneration).
| Purposes of College, | 10. The College sliall yirovide residence and domestic supervision for Avonien students of the University of all religious denominations Avithout any distinction Avhatevcr, together Avith efficient tutorial assistance in their preparation for the University lectures and examina tions. |
| Eoiigiousinstruction. | 11. The Systematic religious instruction required to he imparted to students by the “ General Affiliated Colleges A ct” shall, in the case of the proposed College for Avomen he subject to the folloAving provi sions, that is to say :—That no religious catechism or formulary, Avliich is distinctiA G of any particular denomination, shall he taught, and no attempt sliall he made to attach students to any particular denomina tion, and that any student shall he excused from attendance upon religious instruction or religious observances on express declaration that she has conscientious objections tliereto. |
