WIRELESS TELEGRAPHY ACT

WIRELESS TELEGRAPHY REGULATIONS

Statutory Rules 1972 No. 206 (a)

Licences not to be issued to aliens.

1. Regulation 8 of the Wireless Telegraphy Regulations is repealed.

Certificates.

2. Regulation 40 of the Wireless Telegraphy Regulations is amended—

(a) by omitting paragraphs (a), (b), (c), (g), (h)and (i) of sub-regulation (1.) and inserting in their stead the following paragraphs:—

(a)Radiocommunication Operator’s General Certificate of Proficiency;

(b)Radiotelephone Operator’s General Certificate of Proficiency;

“(c) Senior Coast Station Operator’s Certificate of Proficiency;

“(d) Coast Station Operator’s Certificate of Proficiency;

“(e) Broadcast Station Operator’s Certificate of Proficiency;

“(f) Amateur Operator’s Certificate of Proficiency;

“(g) Amateur Operator’s Limited Certificate of Proficiency;

“(h) First Class Commercial Operator’s Certificate of Proficiency;

“(i) Second Class Commercial Operator’s Certificate of Proficiency;

“ (j) Restricted Operator’s Certificate of Proficiency.”;

(b)by omitting from sub-regulation (1a.) the words “paragraph (h) or (i)” (wherever occurring) and inserting in their stead the words “paragraph (f) or (g)”; and

(c) by omitting sub-regulations (2.) and (3.).

Fees for examination and issue of certificates.

3. Regulation 42 of the Wireless Telegraphy Regulations is amended by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

4. After regulation 42 of the Wireless Telegraphy Regulations the following regulations are inserted:—

Examination for Radio-communication Operator’s General Certificate of Proficiency.

“42a.—(1.) The examination for a Radiocommunication Operator’s General Certificate of Proficiency shall be such as to show that a successful candidate possesses the knowledge and qualifications specified in this regulation, namely:—

(a)A knowledge of the general principles of electricity and of the theory of radio so far as is relevant to the requirements of paragraphs (b), (c) and (d)of this regulation;

(a) Made under the Wireless Telegraphy Act 1905–1967 on 24 November 1972; notified in the Commonwealth Gazette on 30 November 1972.

(b) Atheoretical knowledge of marine radiotelegraph and radiotelephone transmitters and receivers, marine aerial systems, marine automatic alarm devices, radio equipment for lifeboats and other survival craft and direction-finding equipment, of auxiliary apparatus, including power supply, motors, alternators, generators, inverters, rectifiers and accumulators and of the maintenance in service of the apparatus referred to in this paragraph;

(c) A practical knowledge of the operation, adjustment and maintenance of the apparatus referred to in the last preceding paragraph including the taking of direction-finding bearings, and of the principles of the calibration of radio direction-finding apparatus;

(d)The ability to locate and remedy, with the means available on board, faults which may occur during a voyage to the apparatus referred to in paragraph (b) of this regulation;

(e)The ability to send correctly by hand, and to receive correctly by ear, in Morse code, codegroups of mixed letters, figures and punctuation marks at a speed of sixteen groups per minute and a message in plain language at a speed of twenty words per minute;

(f) The ability to send and receive messages correctly by radiotelephone;

(g) A knowledge of such of the regulations for the time being in force under the Telecommunication Convention as relate to radiocommunications, a knowledge of the documents relating to charges for radiocommunication, and a knowledge of such parts of the Safety Convention as relate to radio; and

(h) Aknowledge of the general geography of the world, especially of the principal navigation routes and the most important telecommunication routes.

“(2.) For the purposes of paragraph (e)of the last preceding sub-regulation, each code group shall consist of five characters, each figure or punctuation mark being counted as two characters, and the words of the message in plain language shall contain an average of five characters.

Examination for Radiotelephone Operator’s General Certificate of Proficiency.

“42b. The examination for a Radiotelephone Operator’s General Certificate of Proficiency shall be such as to show that a successful candidate possesses the knowledge and qualifications specified in this regulation, namely:—

(a) Aknowledge of the elementary principles of radiotelephony;

(b)A detailed knowledge of the practical operation and adjustment of radiotelephone apparatus;

(c)The ability to send and to receive correctly messages by telephone; and

(d) A detailed knowledge of the regulations for the time being in force under the Telecommunication Convention so far as they apply to radiotelephone communications and specifically of the provisions of those regulations, as so applying, that relate to the safety of life.

Examination for Senior Coast Station Operator’s Certificate of Proficiency.

“42C.—(1.) The examination for a Senior Coast Station Operator’s Certificate of Proficiency shall be such as to show that a successful candidate possesses the knowledge and qualifications specified in this regulation, namely:—

(a) Aknowledge of the principles of electricity and of the theory of radio so far as is relevant to the requirements of the next three succeeding paragraphs;

(b) Atheoretical knowledge of coast station radiotelegraph and radiotelephone transmitters, receivers and aerial systems and of all auxiliary apparatus, including emergency power supply, motors, alternators,

generators, inverters, rectifiers, accumulators and switchboard and of the maintenance in service of the apparatus referred to in this paragraph;

(c) A practical knowledge of the operation, adjustment and maintenance of the apparatus referred to in the last preceding paragraph;

(d) The practical knowledge necessary to locate and rectify, with the equipment normally available at a coast station, faults which may occur during the operation of the apparatus referred to in paragraph (b) of this regulation;

(e) The ability to send correctly by hand and to receive correctly by ear, in Morse code, code groups at a speed of twenty groups per minute and a message in plain language at a speed of twenty-five words per minute;

(f) The ability to send messages correctly by radiotelephone;

(g) The ability to touch type on a teleprinter at the rate of forty-five words per minute, to read a fiveunit tape at the rate of ten words per minute, to prepare on tape twenty typical messages in thirty minutes in the form normally in use and to edit and deal with thirty typical incoming teleprinter messages in thirty minutes;

(h)A knowledge of such of the regulations for the time being in force under the Telecommunication Convention as relate to radiocommunication, a knowledge of such parts of the Safety Convention as relate to radio, and a knowledge of the documents and procedures used at coast stations; and

(i) A knowledge of the general geography of the world, especially of the principal navigation routes and the most important telecommunication routes.

“(2.) For the purposes of paragraph (e)of the last preceding sub-regulation, each code group shall consist of five characters, each figure or punctuation mark being counted as two characters, and the words of the message in plain language shall contain an average of five characters per word.

Examination for Coast Station Operator’s Certificate of Proficiency.

“42d. The examination for a Coast Station Operator’s Certificate of Proficiency shall be such as to show that a successful candidate possesses the knowledge and qualifications specified in this regulation, namely:—

(a)An elementary knowledge of the principles of electricity and of the theory of radio so far as is relevant to the requirements of the next three succeeding paragraphs;

(b)An elementary theoretical knowledge of coast station radiotelegraph and radiotelephone transmitters, receivers and aerial systems, of all auxiliary apparatus, including emergency power supply, motors, alternators, generators, inverters, rectifiers, accumulators and switchboard and of the maintenance in service of such apparatus;

(c) An elementary practical knowledge of the operation, adjustment and maintenance of the apparatus referred to in the last preceding paragraph;

(d)An elementary practical knowledge sufficient to locate and rectify, with the apparatus normally available at coast stations, minor faults which may occur during the operation of the apparatus referred to in paragraph (b)of this regulation; and

(e) The abilities and knowledge specified in paragraphs (e) to (i), both inclusive, of sub-regulation (1.) of the last preceding regulation.”.

Examination for First Class Commercial Operator’s Certificate.

5. Regulation 43 of the Wireless Telegraphy Regulations is amended by omitting from sub-paragraph (i) of paragraph (f) the words “Radiocommunication Regulations” and inserting in their stead the word “regulations”.

Examination for Second Class Commercial Operator’s Certificate.

6. Regulation 44 of the Wireless Telegraphy Regulations is amended by omitting from sub-paragraph (i) of paragraph (e)the words “Radiocommunication Regulations” and inserting in their stead the word “regulations”.

Examination for Restricted Operator’s Certificate.

7. Regulation 45 of the Wireless Telegraphy Regulations is amended—

(a)by omitting sub-regulation (1.) and inserting in its stead the following sub-regulations:—

“(1.) A Restricted Operator’s Certificate of Proficiency shall be issued in respect of proficiency in radiotelegraphy or radiotelephony, or both.”;

(b)by omitting from sub-regulation (2.) the words “The examination for a Third Class Commercial Operator’s Certificate of Proficiency” and inserting in their stead the words “The examination for a Restricted Operator’s Certificate of Proficiency”;

(c) by omitting from paragraph (a)of sub-regulation (2.) the words “an examination for a Third Class Commercial Operator’s Certificate of Proficiency in wireless telegraphy” and inserting in their stead the words “an examination for a Restricted Operator’s Certificate of Proficiency in radiotelegraphy”;

(d)by omitting from sub-paragraph (i) of paragraph (a)of sub-regulation (2.) the words “wireless telegraph” and inserting in their stead the word “radiotelegraph”;

(e)by omitting from sub-paragraph (iii) of paragraph (a)of sub-regulation (2.) the words “Radiocommunications Regulations” and inserting in their stead the word “regulations”;

(f) by omitting from paragraph (b)of sub-regulation (2.) the words “Third Class Commercial Operator’s Certificate of Proficiency in wireless telephony” and inserting in their stead the words “Restricted Operator’s Certificate of Proficiency in radiotelephony”;

(g)by omitting from sub-paragraph (i) of paragraph (b)of sub-regulation (2.) the words “wireless telephone” and inserting in their stead the word “radiotelephone”;

(h)by omitting from sub-paragraph (iii) of paragraph (b)of sub-regulation (2.) the words “Radiocommunications Regulations” and inserting in their stead the word “regulations”; and

(i) by omitting from paragraph (c) of sub-regulation (2.) the words “Third Class Commercial Operator’s Certificate of Proficiency in both wireless telegraphy and wireless telephony” and inserting in their stead the words “Restricted Operator’s Certificate of Proficiency in both radiotelegraphy and radiotelephony”.

Third Class Certificates deemed to be other certificates.

8. Where, immediately before the commencement of these Regulations, a person held a Certificate referred to in sub-regulation (1.) of regulation 45 of the Wireless Telegraphy Regulations, that Certificate shall, upon the commencement of these Regulations, be deemed to be—

(a)in the case of a Third Class Commercial Operator’s Certificate of Proficiency in wireless telegraphy—a Restricted Operator’s Certificate of Proficiency in radiotelegraphy;

(b)in the case of a Third Class Commercial Operator’s Certificate of Proficiency in wireless telephony—a Restricted Operator’s Certificate of Proficiency in radiotelephony; and

(c) in the case of a Third Class Commercial Operator’s Certificate of Proficiency in both wireless telegraphy and wireless telephony—a Restricted Operator’s Certificate of Proficiency in radiotelegraphy and radiotelephony,

and to have been issued under Part III. of the Wireless Telegraphy Regulations as amended by these Regulations.
