REGULATIONS UNDER THE WINE OVERSEAS

MARKETING ACT 1929-1945.*

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Wine Overseas Marketing Act 1929-1945.

Amendments of the Wine Overseas Marketing (Staff)

Regulations. 

Salaries of officers

1. Regulation 4 of the Wine Overseas Marketing (Staff) Regulations is amended by omitting sub-regulation (2.) and inserting in its stead the following sub-regulation :—

" (2.) The Board may, if satisfied with the conduct, diligence and efficiency of an officer; grant to the officer such annual increments (if any) as are specified in Table A or Table C, as the case may be, opposite to the office occupied by that officer, but so that the annual salary of the officer shall not exceed the maximum salary so specified.".

 

Variations of , salary on account of variations in cost of living.

2.—(1.) Regulation 4a of the Wine Overseas Marketing (Staff) Regulations is amended—

(a) by omitting from the table in sub-regulation (2.) the words " Adult Females " and inserting in their stead the words and figures " Adult females and officers 19 and 20 years of age ";

(b) by omitting from that table the words and figures " Officers

under 21 years of age " and inserting in their stead the

words and figures " Officers under 19 years of age ";

(c)by omitting from sub-regulation (3.) the words and figures " Four pounds per annum in the case of adult females and Three pounds per annum in the case of officers under 21 years of age " and inserting in their stead the words and figures " Four pounds per annum in the case of adult females and officers 19 and 20 years of age and Three pounds per annum in the case of officers under 19 years of age ";

(g) by omitting from sub-regulation (6.) all the words and figures from and including the words " Adult males " to the end of the sub-regulation and inserting in their stead the words and figures :—

(h) by omitting sub-regulation (8.).

(2.) The first adjustment of salaries under regulation 4a of the Wine Overseas Marketing (Staff) Regulations as amended by sub-regulation (1.) of this regulation shall be made as from the commencement of the first fortnightly pay period beginning in November, 1948, and shall be based on the index number for the six months ended on the thirtieth day of March, 1941, which shall be deemed to be 80.2.

Duty on Holidays

3.—(1.) Regulation 6a of the Wine Overseas Marketing (Staff) Duty on Regulations is amended by omitting the words " Six hundred and twelve pounds in the case of males and Five hundred and fifty pounds per annum in the case of females " and inserting in their stead the words " Nine hundred and fourteen pounds per annum in the case of males and Eight hundred and fifty-two pounds per annum in the case of females ".

(2.) This regulation shall be deemed to have come into operation on the seventh day of October, 1948.

Overtime.

4.—(1.) Regulation 7 of the Wine Overseas Marketing (Staff) Regulations is amended—

(a) by omitting from paragraph (c)of sub-regulation (7.) the words " Seven hundred and sixty-eight pounds per annum in the case of males and Seven hundred and six pounds in the case of females " and inserting in their stead the words " Nine hundred and fourteen pounds per annum in the case of males and Eight hundred and fifty-two pounds per annum in the case of females "; and

 

(b) by omitting from paragraph (d)of that sub-regulation the words " Seven hundred and sixty-eight pounds per annum in the case of males and Seven hundred and six pounds in the case of females " and inserting in their stead the words " Nine hundred and fourteen pounds per annum in the case of males and Eight hundred and fifty-two pounds per annum in the case of females ".

(2.) This regulation shall be deemed to have come into operation on the seventh day of October, 1948.

5. Regulation 8 of the Wine Overseas Marketing (Staff) Regulations is repealed and the following regulation inserted in its stead :—

Meal allowances.

" 8. Where an officer whose ordinary hours of duty are between 7.30 a.m. and 6 p.m. is required to attend for duty before 6.30 a.m., or to remain on duty after 6.30 p.m., or where an officer is required to commence duty at least two hours before the usual time, or to remain on duty at least two hours beyond the usual time, and that attendance necessitates his obtaining a meal away from his usual place of residence, he shall be granted a meal allowance at the rate specified according to his salary in the following table :—

6.—(1.) Regulation 12 of the Wine Overseas Marketing (Staff) Regulations is repealed and the following regulations are inserted in its stead :—

Travelling allowance.

" 12.—(1.) An officer who, for the purposes of the business of the Board, is required to travel or to reside temporarily at a place other than his usual place of residence, shall be paid travelling allowance in accordance with Table B.

" (2.) Travelling allowance under the last preceding sub-regulation shall be paid in respect of the period from and including the day on which he departs from his usual place of residence to and including the day on which he returns thereto.

" (3.) In addition to the travelling allowance payable under the preceding provisions of this regulation, the Overseas Representative and the Assistant Overseas Representative shall be reimbursed any amount paid for normal accommodation and meals but not for refreshments, gratuities, tobacco, newspapers or laundry.

" (4.) Where, in the opinion of the Chairman, it is reasonable that the Overseas Representative or the Assistant Overseas Representative should be accompanied by his wife while he is absent from his usual place of residence for the purposes of the business of the Board, he shall be paid twice the amount payable under the preceding provisions of this regulation.

Fares.

" 12a.—(1.) An officer who is required to travel for the purposes of the business of the Board shall be allowed first-class fares, or, if the Board approves of his use of a private motor car, the officer shall be paid an allowance in respect of the use of that car at such rate as is prescribed by the Commonwealth Public Service Regulations for the time being in force.

 

" (2.) An officer who is required to take up permanent duty at an overseas destination shall be allowed first-class fares for himself and his family (if any) and the actual expense of the transfer of his furniture and household and personal effects from the place in Australia at which he is engaged to the overseas destination and for the return journey, unless his employment has been terminated by his own act or for misconduct.".

(2.) This regulation shall be deemed to have come into operation on the first day of January, 1949.

7. —(1.) After regulation 13 of the Wine Overseas Marketing Regulations the following regulations are inserted :—

Entertainment expenses.

" 13a—(1.) An officer who has incurred entertainment expenses Entertainment may, subject to this regulation and the approval of the Chairman be expenses. paid, as an allowance, the amount expended by him on entertainment.

" (2.) The total amount of allowances payable under this regulation shall not, in any period of twelve months, exceed Two hundred pounds unless the Minister otherwise determines.

Rent and living allowances

" 13b. The Overseas Representative and the Assistant Overseas Representative may be paid such as the Minister determines.".

(2.) This regulation shall be deemed to have come into operation on the first day of February, 1949.

The Schedule

8.—(1.) The Schedule to the Wine Overseas Marketing (Staff) Regulations is repealed and the following Schedule inserted in its stead:—

An allowance at the rate of £12 per annum shall be paid to a typist who is under 21 years of age if she is able to write shorthand at the rate of 100 words per minute.

(2,) Tables A and C of the Schedule inserted by sub-regulation (1.) of this regulation shall be deemed to have come into operation on the seventh day of October, 1948.
