PART I - INTRODUCTORY
CITATION
These Regulations may be cited as the Water Supply and Sewerage Regulations. (See back note 1)
DEFINITIONS
In these Regulations, unless the contrary intention appears -
"fitting" means a soil type fitting cleansed by a flushing device and includes a closet pan, urinal stall, pan washer or sterilizer, slop hopper, napkin disposal unit, floor waste, camp or caravan park sewage dump point and each 600 mm of continuous trough or slab for use as a urinal.
ACCURACY OF METER
The prescribed tolerance in the accuracy of the performance of a meter installed under the Act on land or at a location to which the Authority's water supply service is made available is ± 2%.
3A.CHARGES FOR SEWERAGE SERVICE
(1) [Omitted]
(2) The Minister may, by notice in the Gazette, fix charges for sewerage services to land to which they are made available and the periods to which those charges relate.
(2A) Where before the expiration of the period for which a charge was fixed under subregulation (2) ("the expired period") the Minister had not, under that subregu-lation, fixed in respect of a period next following the expired period a charge for sewerage services to land to which they are made available, he shall, for the purposes of this regulation and regulation 3B(2), be deemed to have
fixed a period of the same duration as the expired period commencing on that expiration, and to have fixed the same charges as those fixed in respect of the expired period, as the period and charges under subregulation (2). (See back note 2)
(3) Where the Minister fixes a charge and a period under subregulation (2) the charge so fixed is the charge payable for the service during that period.
3B. [Repealed]
3C.WATER CHARGES
(1) The charge for the supply of water through a meter referred to in section 27 of the Act on or after 1 July 1999 is $0.80 per kilolitre.
(2) The charge for the supply of water to an automatic fire sprinkler system that is not supplied through a meter is $200 per annum.
PRO RATA SEWERAGE CHARGES
(1) For the purposes of section 33(7)(h) of the Act, pro rata sewerage charges shall be calculated by multi-plying the amount of the charge by the fraction formed by the number of days in the charge period after the date when the sewerage service first became available divided by the number of days in the charge period.
(2) Where a sewerage service first becomes available during a charge period, the amount calculated under subregulation (1) is the charge for the service during that period and is payable in advance.

PERMIT TO CARRY OUT WORK
The prescribed details of a plan under section 39(3) of the Act submitted with an application for a permit to carry out work are -
(a)a site plan to scale 1:500;
(b)an architectural floor plan; and
(c)details of floor levels and levels of external finished surfaces.
ESTIMATES OF COSTS OF CONNECTIONS, &c.
An application under section 74(1) of the Act for assistance to pay for work or repairs shall be accompanied by at least 2 estimates furnished by licensed persons which set out the total cost of carrying out the work or repairs.
LOAN NOT TO EXCEED PROPORTION OF ESTIMATED COST
A loan offered by the Authority under section 74(3)(a) of the Act shall not exceed 85% of total estimated cost of carrying out the work or repairs furnished under regulation 6.
PERIOD, &c., OF LOAN
(1) Where an applicant accepts the offer of a loan and enters into an agreement with the Authority under section 74(4) of the Act -
(a)the principal shall be repaid in quarterly instalments that are, as near as practicable, equal, being -
(i)where the loan does not exceed $2,000 - not more than 20 instalments;
(ii)where the loan exceeds $2,000 but does not exceed $5,000 - not more than 30 instal-ments; and
(iii)where the loan exceeds $5,000 - not more than 40 instalments; and
(b)the loan shall be subject to interest calculated in accordance with subregulation (2) payable in quarterly instalments and charged at the rate per centum equal to the average rate paid at the date of the agreement by the Treasurer to the Commonwealth plus 1%.
(2) The interest referred to in subregulation (1)(b) shall be calculated in advance on the balance of the loan including arrears of interest, if any, remaining unpaid at each quarterly instalment date.
10.FEES
(1) The fee payable for reading a meter on the request of the owner of the land to which water is supplied through the meter is $50.
(2) The fee for a matter or service specified in Column 2 of Schedule 1 in relation to the section of the Act specified opposite in Column 1 is the fee specified in relation to the matter or service in Column 3.
(3) In Schedule 1, "cost of travel" means the amount calculated in accordance with Schedule 2 in respect of the matter or service specified in Column 2 of Schedule 1 to which it relates.
(4) In Schedules 1 and 2, "business hours" means the period between 8.00 am and 4.30 pm inclusive.

COST OF TRAVEL
Regulation 10
The cost of travel is the sum of the amounts payable, if any, for each of the following:

2. Section 12(1) of the Statute Law (Miscellaneous Amendments) Act 1991 amended regulation 3A by omitting subregulation (1) and inserting subregulation (2A). Section 12(2) omitted regulation 3B(1). Section 12(3) of that Act provided as follows:
"(3) All amounts paid for sewerage services made available to land in respect of the financial year commencing on 1 July 1990 shall be taken to have been as validly charged and paid as if the amendments made by subsections (1) and (2) had come into operation before the commencement of that financial year.".
