Her Excellency the Governor, with the advice of the Executive Council, has made the following
Regulation under the Water Management Act 2000.

Explanatory note
The object of this Regulation is to amend the Water Management (General) Regulation 2018 to create an additional specific purpose access licence, namely the Mathoura Temporary Critical Conveyance access licence.
This Regulation is made under the Water Management Act 2000, including sections 57(1)(l), 58(1)(c), 61(1)(a)(i) and 400 (the general regulation-making power) and paragraph (e) of the definition of specific
purpose access licence in the Dictionary to that Act.

1 Name of Regulation
This Regulation is the Water Management (General) Amendment (Access Licence)
Regulation (No 2) 2020.
2 Commencement
This Regulation commences on the day on which it is published on the NSW legislation website.
3 Amendment of Water Management (General) Regulation 2018
(1) Clause 4 Categories of access licence Insert after clause 4(1)(t)—
(u) Mathoura Temporary Critical Conveyance access licence.
(2) Clause 5 Specific purpose access licences Insert after clause 5(1)(i)—
(j) Mathoura Temporary Critical Conveyance access licence.
(3) Clause 6 Priorities between different categories of access licence Omit “and” from clause 6(1)(a)(vi). (4) Clause 6(1)(a)(vii) Insert after clause 6(1)(a)(vi)— (vii) Mathoura Temporary Critical Conveyance access licences, and
(5) Clause 10 Applications for specific purpose access licences Insert after clause 10(1)(m)—
(n) Mathoura Temporary Critical Conveyance access licence, for the purpose of enabling water to be supplied to the members of the Mathoura Joint Water Supply Association Incorporated until the sum of available water determinations made by the Minister after the grant of the licence in relation to regulated river (general security) access licences in the New South Wales Murray regulated river water source exceeds 0.15 ML per unit share.
