[ASSENTED TO 14TH JANUARY, 1932.] B E it enacted by the King's Most Excellent Majesty, by and with the advice and consent of the Legis- lative Assembly of Queensland in Parliament assembled, and by the authority of the same, as follows:- Short title 1. This Act may be cited as " The Water Authorities ::struction Act Amendment Act of 1931," and shall be read as one . with §"The Water Authorities Act of 1891" (as amended by 11 "The Water Authorities Act Amendment Act of 1921 "), herein referred to as the Principal Act. * 22 Geo. WATER. 1931. Water Authorities Act Amend!ment Act. The Principal Act and this Act may collectively be cited as " The Water Authorities Acts, 1891 to 1931." 14035 Amendments of the Principal Act. 2. After section four of the Principal Act the New s. 4.4.. following section is inserted, namely:- "[4A.] When the Local Authority is the Water Vesting of Authority for the Water Area, the Governor in Councilr: t~ ~ rity may, in its discretion, upon the application of such into Lo~ al Local Authority by Order in Council published in the ! : J~ : rlty Gazette, abolish the Water Authority, and thereupon c~ rtain the undertaking of such Water Authority shall be ~ ~ ~ ~ . transferred to and be vested in the Local Authority, and the Local Authority shall thenceforth manage and control such undertaking as if such undertaking had. been established by the Local Authority under *"The Local Authorities Act8, 1902 to 1929," and the provisions of the said Acts shall be applied to such undertaking. The Local Authority shall have, in addition to the powers, rights, privileges, and authorities conferred upon the Local Authority pursuant to *"The Local Authorities Acts, 1902 to 1929," the powers, rights, privileges, and authorities conferred upon and shall be subject to the liabilities, duties, obligations, and responsibilities imposed upon the Water Authority by t"The Water Authorities Act of 1891 " and t"The Water Authorities Act Amendment Act of 1921." The by-laws of such Water Authority shall continue to be the by-laws of the Local Authority as if such by-laws had been made by the Local Authority under *" The Local Authorities Acts, 1902 to 1929," or t"The Water Authorities Act of 1891," and shall continue in force until new by-laws have been made by the Local Authority. The Local Authority shall collect, receive, and recover all rates levied by and all moneys due to such Water Authority at the date. of the publication of the Order in Council abolishing the Water Authority, and all matters and things which at the said date are in course of construction or performance by the Water * 2 Edw. No. 8, Authority in the due exercise of its powers, duties, and responsibilities may be continued and completed by the Local Authority. All the property, whether real or personal, and all other assets of whatever description and all liabilities, contracts, and engagements of the Water Authority shall, without any transfer, assignment, or conveyance or notice other than this Act, be diverted from such Water Authority and shall be vested in and shall attach to and be discharged by and may be enforced by or against the Local Authority." Discount by Water Authority. 3. Section one hundred and fourteen of the Principal Act is amended by adding the following new subsection three :- " (3.) The Water Authority may allow to any person liable to pay any rates, who pays the whole of such rates within thirty days after notice given to him to pay the same, a percentage by way of discount to be fixed by the by-laws, but not exceeding ten pounds per centum of the amount of such rates."
