REGULATIONS UNDER THE WAR PRECAUTIONS ACT 1914-1916.

I, SIR WILLIAM IRVINE, Lieutenant-Governor of Victoria, acting as the Deputy of the Governor-General in accordance with the provisions of the Constitution, acting with the advice of the Federal Executive Council, hereby make the following Regulations, under the War Precautions Act 1914-1916, to come into operation forthwith.

War Precautions (Tins and Cases) Regulations.

Short title.

1. These Regulations may be cited as the War Precautions (Tins and Cases) Regulations.

Kerosene tins not to be destroyed.

2. No person shall, without the consent in writing of the Minister, or any person duly authorized in that behalf by the Minister, cut up or otherwise destroy any tin for containing kerosene, petrol or turpentine, or pierce the side or bottom of any such tin.

Cases not to be destroyed.

3. No person shall, without the consent in writing of the Minister or any person duly authorized in that behalf by the Minister, cut up, shook, or otherwise destroy any case for containing kerosene or petrol or turpentine.

Sale of secondhand tins and cases.

4. No person shall sell or otherwise dispose of any secondhand empty kerosene, petrol or turpentine tin or case except to a collector who holds a licence signed by the Minister or a Director of Munitions or a person or organization authorized in that behalf by the Minister or a Director of Munitions.

Purchase of secondhand tins and cases.

5. No person other than a collector who holds a licence in pursuance of the last preceding regulation shall purchase or otherwise acquire any second-hand empty kerosene, petrol or turpentine tin or case except from a Government depôt unless the consent in writing of the Minister or person authorized in that behalf by the Minister has been obtained.

Delivery may be required of tins and cases.

6. Every person, who has in his possession any empty tin or case of the kind specified in regulations 2 and 3 of these Regulations, shall on demand by any person duly authorized in that behalf by the Minister and on payment or tender of the price for the time being fixed under the War Precautions (Prices) Regulations 1916, as the price of any such tin or case, deliver up to any such authorized person any such empty tin or case which he has in his possession.

Exemption of State or part of Commonwealth.

7. The Minister may, by notice published in the Gazette, exempt any State or part of the Commonwealth from the operation of any or all of the regulations embodied in these Statutory Rules.

Financial arrangements.

8. The financial arrangements necessary to carry out the administration of these Regulations shall be subject to the approval of the Treasurer.

Repeal.

9. Regulation 6 of the War Precautions (Tin Plates) Regulations (Statutory Rules 1918, No. 173) is hereby repealed.
