REGULATIONS UNDER THE WAR PRECAUTIONS

ACT 1914-1916.

War Precautions Regulations 1916—Regulation 17b— Amendment,

regulation 19b—Amendment.

I, SIR JOHN MADDEN, acting as the Deputy of the Governor-General, in accordance with the provisions of the Constitution, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the War Precautions Act 1914-1916 to come into operation forthwith.

War Precautions Regulations 1916.

Amendments.

Paragraph 17b is amended by omitting the word “ship” where it first occurs in sub-paragraph (1) and substituting the word “wharf” therefor.

Paragraph 19b (Statutory Rule No. 203of 1916, dated 30th August, 1916) which reads as follows:—

Evasion of censorship of postal articles for enemy countries.

19b. All letters and other postal articles intended to be sent to an enemy country or territory in occupation of the enemy shall before posting be enclosed in an outer envelope or covering which is addressed to the Censor or which bears on its face a statement that it contains a letter or postal article intended to be sent to an enemy country or territory in occupation of the enemy; and any person who sends or posts a letter or postal article in contravention of this Regulation shall be guilty of an offence against the Act.

is cancelled and the following substituted :—

Evasion of censorship of postal articles for enemy countries.

19b. Any letter or other postal article intended to be sent to an enemy country or territory in occupation of the enemy shall—

(a) be addressed to a person firm or agency (not a consulate or embassy) in a neutral country; and

(b) either bear on its face a statement that it contains a letter or postal article intended to be sent to an enemy country or territory in occupation of the enemy or before posting he enclosed in an outer envelope or covering, which ns addressed to the Censor in the Military District in which the writer resides, and any person who sends or posts a letter or postal article in contravention of this Regulation shall be guilty of an offence against the Act.
