STATUTORY RULES.
REGULATIONS UNDER THE WAR PRECAUTIONS ACT 1914-1916.
War Precautions Regulations 1915—Regulation 2—Addition. Regulations 28 and 42—Amendments.
I, SIR
ARTHUR LYULPH STANLEY, Governor of the State of Victoria and its Dependencies
in the Commonwealth of Australia, acting as the Deputy of the Governor-General
in accordance with the provisions of the Constitution, acting with the advice
of the Federal Executive Council, hereby make the following Regulations under
the

War Precautions Regulations 1915.
The following words are inserted in Regulation 2 after the definition of the word “Minister”:—
“For the purposes of these Regulations references to Allies and States in alliance with His Majesty shall include States acting in co-operation with His Majesty in the present war.”
Regulation 28 is amended by inserting after the word “forces” (second occurring) the following:—
”; or
(
c ) make a statement advocating or encouraging any action likely to prejudice or discourage recruiting, or a statement advocating or encouraging any omission of action if such omission would be likely to prejudice or discourage recruiting.”
Regulation 42 is cancelled and the following substituted therefor:—
“42. (1) Any person—
(
a ) who without lawful authority uses or wears—(i) any naval, military, or police uniform, decoration or medal or any portion of any such uniform, or

(ii) any badge supplied or authorized by the Department of Defence or the Department of the Navy, or by the Police, or
(iii) any uniform, portion of uniform, decoration, medal or badge so nearly resembling any such official uniform, decoration, medal or badge as to be calculated to deceive, or
(iv) any miniature or other representation of any such decoration, medal or badge, or
(v) any brooch or personal ornament designed to imitate any such decoration, medal or badge; or
(
b ) who falsely represents himself to be a person who is or has been entitled to use or wear any such uniform, decoration, medal or badge; or(
c ) who without the written authority of a competent naval or military authority supplies or offers to supply, any such uniform, decoration, medal or badge, or any such miniature, representation, brooch, or ornament, to any person not authorized to use or wear the same:
shall be guilty of an offence against the Act.
(2) Any merchant, trader, dealer or shopkeeper on whose behalf or at whose place of business any article is supplied or offered contrary to this Regulation, whether contrary to the instructions of such merchant, trader, dealer or shopkeeper or otherwise, shall be guilty of an offence against the Act.”
