REGULATIONS UNDER THE WAR PRECAUTIONS ACT 1914-1916.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations, under the War Precautions Act 1914-1916, to come into operation forthwith.

War Precautions (Knitting Needles) Regulations.

Short title.

1. These Regulations may be cited as the War Precautions (Knitting Needles) Regulations 1918.

Definition.

2. In these Regulations, unless the contrary intention appears, “Committee” means the Committee appointed under these Regulations.

Application of Regulations.

3. (1) Subject to sub-regulation (2) of this regulation, these Regulations shall apply to all hosiery, latch and bearded needles which are imported into Australia, or cleared for home consumption after the commencement of these Regulations.

(2) The Director of Munitions may, by notice in the Gazette, exempt for such period as is specified in the notice, needles of any particular class or manufacture.

Committee.

4. For the administration of these Regulations there shall be a committee of four persons to be appointed by the Director of Munitions.

Functions of Committee.

5. The Committee shall—

(a) open an account at the Commonwealth Bank to be operated upon in the manner directed by the Treasurer;

(b) keep such books of account as the Treasurer approves;

(c) subject to the direction of the Director of Munitions—

(i) receive delivery of, and control all needles, to which these Regulations apply; and

(ii) receive applications from consumers and determine the issues to be made to consumers, such issues to be based, as far as possible, on the probable requirements of the various consumers estimated as specified in these Regulations;

(d) receive payment from consumers for needles issued to them;

(e) pay for needles taken delivery of in pursuance of these Regulations.

Price of needles issued.

6. The price to be charged for needles issued by the Committee shall be such as is determined by the Committee, and in determining such price the Committee shall as far as possible have regard to the cost of the needles plus the expenses of the administration of these Regulations.

Price of needles taken delivery of.

7. The price to be paid by the Committee for needles taken delivery of in pursuance of these Regulations shall be the landed cost of the needles plus such percentage as the Director of Munitions determines.

Estimation of requirements.

8. The probable requirements of an applicant for the issue of needles shall be estimated by the Committee, or a member thereof authorized in that behalf by the Director of Munitions from orders by the applicant sent through the Director of Munitions.

Needles to be delivered to Committee.

9. Any hosiery latch or bearded needles not exempted under regulation 3 of these Regulations and which are at the commencement of these Regulations subject to the control of the Committee or which arrive from abroad during the continuance of these Regulations shall be delivered to the Committee as though the Committee were the consignee of the needles.

Orders to be placed with Committee.

10. No person shall, without the consent in writing of the Director of Munitions, place orders for any hosiery latch or bearded needles except with the Committee.
