STATUTORY RULES.
REGULATIONS UNDER THE WAR PRECAUTIONS ACT 1914–1916.
I, SIR ARTHUR LYULPH STANLEY, Deputy of the
Governor-General in and over the Commonwealth of Australia, acting with the
advice of the Federal Executive Council, hereby make the following Regulations
under the

War Precautions (Council of Finance) Regulations.
1. These Regulations may be cited as the War Precautions (Council of Finance) Regulations 1918.
2. For the purposes of these Regulations there shall be a Council of Finance (in these regulations referred to as “the Council”).
3. (1) The Council shall consist of a Chairman and five other members.
(2) The members of the Council shall be:—
The Treasurer of the Commonwealth;
James Richard Collins, Esquire, Secretary to the Commonwealth Treasury,
Denison Samuel King Miller, Esquire, Governor of the Commonwealth Bank; and, in his absence, James Kell, Esquire, Deputy Governor of the said Bank;
Herbert Leslie Heron, Esquire, General Manager of the Commercial Bank of Australia;
The Hon. William Lawrence Baillieu;
John Joseph Garvan, Esquire, Managing Director, Mutual Life and Citizens Assurance Company Limited.

The Treasurer of the Commonwealth shall be
4. The members of the Council, except the Chairman thereof, shall hold office during the pleasure of the Governor-General.
5. Upon the happening of a vacancy in the office of member of the Council the Governor-General may appoint a person to the vacant office.

7. In the event of the Chairman being absent from any meeting of the Council the members present may appoint one of their number to be Chairman at that meeting.
8. The Secretary of the Council shall keep minutes of the proceedings at all meetings of the Council.
9. (1) The Treasurer of the Commonwealth may submit to the Council matters relating to public finance.
(2) The Council shall investigate and record opinions on all matters submitted to it by the Treasurer in pursuance of this regulation.
10. Members of the Council shall be paid the actual cost of travelling expenses incurred by them in attending meetings of the Council, and, in addition, shall be paid an allowance of Two guineas per diem while absent from their usual places of residence.
