War Precautions (Coaling Battalions) Regulations 1916.
I, SIR ARTHUR STANLEY, Governor of the State of Victoria and its Dependencies, in the Commonwealth of
Australia, acting as the Deputy of the Governor-General in accordance with
the provisions of the Constitution, noting with the advice of the
Federal Executive Council, hereby make the
following Regulations under the

The War Precautions (Coaling Battalions) Regulations 1916.
1. These Regulations may be cited as the War Precautions (Coaling Battalions) Regulations 1916.
“Contract” means any contract or agreement under which it is agreed that coal shall be loaded into or discharged from any vessel, ship, boat or lighter, in the performance of which contract or agreement coal would ordinarily be handled by members of a Naval Transport Coaling Battalion in the course of their usual avocation, whether or not any Officer or member of the Battalion is a party to such contract or agreement;
“Minister” means the Minister for the Navy.

other work in which he may be engaged or to refrain from engaging in any other work in order that such member may engage in the work of coaling a transport or cargo-ship.
(
(
b ) cause an industrial dispute between members of any Battalion and any officer or officers of the Battalion whether in their capacity as members and officers of the Battalion or otherwise, or(
c ) create such industrial discontent or unrest among members of any Battalion as would tend to reduce the number or efficiency of the members of the Battalion, the Minister may by notification published in theGazette cancel the contract, and thereupon the contract shall be determined and the parties there to shall be discharged from any obligation to further perform the contract:Provided that such cancellation shall not affect any rights or obligations which have accrued prior to the publication of the notification thereof in the
Gazette.
(2) No action shall be brought against the Minister or the Commonwealth or any party to a contract for compensation or damages on account of the cancellation of such contract under sub-regulation (1) of this Regulation.
