AN ACT to enable the Governor to establish

a War Council, to define the powers of

such Council, and for other relative purposes.

[Assented to 7th December, 1915.]

B E it enacted by the King's Most Excellent Majesty, by and

with the advice and consent of the Legislative Council and

Legislative Assembly of Western Australia, in this present Parlia-

ment assembled, and by the authority of the same, as follows:—

This Act may be cited as the War Council Act, 1915.

Short title.

2.    (1.) The Governor may appoint a Council, to be known as Constitution of

the War Council of Western Australia, and to consist of such Council.

(2.) The Governor may, from time to time, appoint one of the members of the said Council to be chairman, and another member to be vice-chairman thereof ; and at all meetings of the Council the chairman, or, in his absence, the vice-chairman, shall have a deliberative and a casting vote.

Powers of Council.

3. The said Council shall, subject to the regulations made

under this Act, have power

(a) to regulate and control collections in money and' kind for objects and purposes pertaining to the present war, and for the relief of distress arising therefrom, and by such means as to the Council may seem fit, to ensure the proper distribution or disposal of such collections;

(b)

to control all committees and other bodies holding such collections, and medical, hospital, welcome-home, and other committees;

(c)

to devise means for the re-employment of returned soldiers, and the training of partially disabled soldiers, and to advise on schemes for the settlement of returned soldiers on the land ;

(d) to regulate recruiting ; and

(e)

to deal with such other matters as may be committed or delegated to the said Council by the State Government or the Federal War Committee.

Provided that this Act shall not extend to contributions in aid of any object or undertaking which the Governor may declare to be exempt from the operations of the Act.

4. (1.) It shall be unlawful for any person to raise money, or to take up collections in money or kind, in aid of any object or purpose within the scope of the said Council's functions, without the authority and consent of the said Council, or its agent.

Penalty : One hundred pounds.

(2.) The certificate in writing of the Colonial Secretary that an object or purpose for which money is raised or collections are taken up is within the scope of the said Council's functions shall be conclusive evidence thereof.

Regulations.

5.

The Governor may make such regulations as he may think

fit to give effect to this Act, and may impose a penalty not exceed-

ing twenty pounds for the breach of any regulation.

Dissolution- of

Council.

6.

The Governor may, on the termination of the War, dissolve

the said Council
