Every memorandum to be filed for the purposes of forming an association, and every copy of the 'ules of the association referred to in section 44 of the said Act, and all the accounts of' the associa- tion rendered to the Commissioner, shall be open to public inspection on payment of Two Shillings for every such inspection.
