The Repatriation Commission makes this determination under subsection 88A(1) of the Veterans Entitlements Act 1986 and under section 4 of the Acts Interpretation Act 1901.

Part 1-Preliminary
1.1Name of determination
This determination is the Veterans' Entitlements Treatment (Accident and Personal Safety) Determination 18/2000.
1.2Commencement
On the commencement of Schedule 1 to the Veterans' Affairs Legislation Amendment (Budget Measures) Act 2000, this Determination is taken to have commenced on 1 January 2000.
Schedule 1 commences on Royal Assent.
1.3Definitions
In this determination:
Act means the Veterans Entitlements Act 1986.
1.4 Purpose
The purpose of this determination is to enable veterans who hold 'white cards' to receive treatment designed to prevent accidents and enhance personal safety (HomeFront Program) even though that treatment is not necessarily in response to a war-caused injury or war-caused disease.
This Determination is in the same terms as the repealed Determination entitled "Veterans' Entitlements Treatment (Accident and Personal Safety) Determination 10/1999".
2.1Specified Class of Veterans Eligible for Specified Treatment
A veteran who is eligible for treatment under Part V of the Act in respect of a war-caused or defence-caused injury or a war-caused or defence-caused disease is eligible to be provided with treatment under that part of the Treatment Principles dealing with the provision of aids and appliances for accident prevention and personal safety, in accordance with the Treatment Principles, notwithstanding that any such treatment is not applied to any war-caused or defence-caused injury or war-caused or defence-caused disease of the veteran.
Note the Treatment Principles are prepared under section 90 of the Act.
3.1TRANSITIONAL
A veteran who, immediately before the commencement of Schedule 1 to the Veterans' Affairs Legislation Amendment (Budget Measures) Act 2000, was eligible for treatment under the Veterans' Entitlements Treatment (Accident and Personal Safety) Determination 10/1999, is eligible for treatment under this Determination.
