1. The Repatriation Commission makes this Determination pursuant to section 88A of the Veterans’ Entitlements Act 1986 (Act).
2. For the purposes of subsection 88A(1) of the Act, the Repatriation Commission specifies the class of persons in Part 2 and the kind of treatment in Part 3.

Part 1 Introduction
Name of Determination
1.1 This Determination is the Veterans' Entitlements (Outreach Program Counselling – Extension of Eligibility) Determination 2012.
Commencement
1.2This Determination commences, or is taken to have commenced, on 1 October 2012.
Definitions
1.3 In this Determination:
Act means the Veterans’ Entitlements Act 1986.
dependant means a person mentioned in section 11 of the Actor a person mentioned as a dependant in section 81 of the Act.
outreach program counselling means the treatment established by paragraph 7.7A.1 of the Treatment Principles.
Repatriation Commission means the body corporate continued in existence under section 179 of the Act.
Treatment Principles means the legislative instrument of that name prepared by the Repatriation Commission under subsection 90(1) of the Act.
veteran means a person mentioned in paragraph (a) of the definition of veteran in subsection 5C(1) of the Actor a person who is or has been a member of the Forces or a member of a Peacekeeping Force mentioned in section 81 of the Act.
Part 2 Specified Class of Person
2.1. A veteran, a person who is the dependant of a veteran or a person who was the dependant of a veteran is eligible to be provided with the treatment in Part 3.
Part 3 Specified Kind of Treatment
3.1 The kind of treatment a person within the specified class is eligible to be provided with under Part V of the Act, and subject to the Act and the Treatment Principles, is outreach program counselling.
Note: the effect of this determination is that (a) a person in the specified class who, but for this Determination, is only eligible for treatment of a war or defence-caused condition may receive outreach program counselling for a condition that is not war or defence-caused ;and (b) that a person in the specified class, whether eligible for treatment apart from this Determination or not, may receive outreach program counselling regardless of whether the counselling is applied to any injury or disease i.e. the treatment of outreach program counselling may be applied to any injury or disease (war or defence-caused or not) or it may be applied as whole-of-person treatment i.e. no clinical condition.
