HER HONOUR:   I have before me an ex parte application for leave to issue a proceeding brought by Mr Vescio on 14 March 2008.

The Chief Justice acting pursuant to rule 6.07 directed the Registrar to refuse to issue the proposed writ of summons without the leave of the Justice first had and obtained.

Mr Vescio applied for leave on 2 May 2008 and the matter came before me.  I refuse leave to issue the proceeding and I publish my reasons.
