GUMMOW J:   In this matter the Court has considered the application on the written submissions.  Special leave to appeal is sought from a decision of the Full Court of the Federal Court of Australia involving procedural issues.  The Court has concluded there are no reasonable prospects of success of any appeal in this Court and, accordingly, special leave to appeal is refused.  In light of the written submissions, it is refused with costs.

The Court will now adjourn until Tuesday, 29 February 2000, at 10.15 am in Canberra.
