This included the coincidence of knowing someone with the same name and date of birth, issues with supporting documents such as a fraudulent Congolese birth certificate, and inconsistencies in her mother’s evidence regarding her identity. The Tribunal placed limited weight on documents issued after Ms Uwangabe’s arrival in Australia, as they were considered to be evidence of who the applicant claimed to be, rather than proof of their actual identity.

Ultimately, the Tribunal affirmed the Minister's decision to refuse the conferral of citizenship. The Tribunal was not satisfied of Ms Uwangabe’s identity, which consequently meant she did not meet the requirements for citizenship.
