Local Government (Electoral) Amendment Regulations 2012
The Governor in Council makes the following Regulations:

1Objective
The objective of these Regulations is to make miscellaneous amendments to the Local Government (Electoral) Regulations 2005.
2Authorising provisions
These Regulations are made under section 29 of the City of Melbourne Act 2001 and section 243 of the Local Government Act 1989.
3Principal Regulations
In these Regulations, the Local Government (Electoral) Regulations 2005[1] are called the Principal Regulations.
4How-to-vote card submission
Regulation 28(5) of the Principal Regulations is revoked.
5Provision of how-to-vote cards
(1)In regulation 31(1)(a) of the Principal Regulations omit "and at each voting centre in the municipal district".
(2)For regulation 31(1)(b) of the Principal Regulations substitute—
"(b)on an Internet site maintained by or on behalf of the returning officer that is not the Internet site of the Council, publish, in relation to each how-to-vote card registered under regulation 29—
(i)the name of the person who submitted the how-to-vote card for registration; and
(ii)if the how-to-vote card was submitted on behalf of another person, organisation or group, the name of that person, organisation or group.".
(3)In regulation 31(2) of the Principal Regulations, for "5 more cards than the number of election day voting centres in the district or ward where the card is to be distributed" substitute "3 additional how-to-vote cards".
6Lodgement of candidate statements
In regulation 34(2) of the Principal Regulations, for "4.00 p.m." substitute "12 noon".
7Rejection and amendment of candidate statements
In regulation 36(2), (4) and (6) of the Principal Regulations, for "4.00 p.m." substitute "12 noon".
8Candidates indication of preferences
In regulation 37(2)(c) of the Principal Regulations, for "4.00 p.m." substitute "12 noon".
9Request to redirect postal ballot envelope
For regulation 87(2)(a) of the Principal Regulations substitute—
"(a)the day on which the voters' roll is certified under section 24(6) of the Act; or".
10Storage of election records
Regulation 114(3) of the Principal Regulations is revoked.
11Revocation of Part 11
Part 11 of the Principal Regulations is revoked.
