The Parliament of Victoria enacts as follows:
1. Purpose
The purpose of this Act is to appropriate certain sums and supplies for the period July to October 1996.
2. Commencement
This Act comes into operation on 1 July 1996.

3. Definition
In this Act—
"works" means the construction, replacement,renovation, renewal, protection, development or surveying of, alterations or improvements to buildings, structures, or other properties,
the purchase of land, buildings or property
and the provision, alteration or improvement
of furniture, fittings, plant, machinery,
equipment, tools and vehicles andexpenditure incidental to those activities.
4. Application of moneys
(1) The Treasurer may issue out of the Consolidated
Fund in respect of the period commencing on services.
1 July 1996 and ending on 31 October 1996 the
sum of ten million four hundred and thirty nine
thousand and five hundred dollars as set out in(2) If—
(a) during the period commencing on 1 July 1996 and ending on 31 October 1996 the amount payable in respect of salaries is increased as the result of any act or
determination made after 17 April 1996; and(b) the relevant amounts specified in Schedule 1 are insufficient to provide for the payment of the increased amount payable in respect of salaries—
the Treasurer may issue out of the Consolidated amounts not exceeding in total the increased amount payable in respect of salaries.

"salaries" includes wages or other payments in
the nature of salary, payments by way of
overtime or penalty rates or in lieu of longservice leave or for retiring gratuities;
"determination" includes any regulation or any
award order or determination of a person or
body authorised to determine minimum
salaries or wages under any law of theCommonwealth or of the State.
(4) The Consolidated Fund is appropriated to the
extent necessary for the purposes of this section.
