His Excellency the Governor, with the advice of the Executive Council, has approved the following By-law made by the Senate of the University of Sydney under the University of Sydney Act 1989.

Explanatory note
The object of this By-law is to amend the By-laws of the University ofSydney so as:
to reconstitute the Academic Board, and provide for the Senate to
make rules regarding the Board, and
to establish an Academic Forum, and provide for the Senate to make
rules regarding the Forum.
This By-law is made under the University of Sydney Act 1989, including section 15 (Academic Board), section 36 (By-laws) and section 37 (Rules).

The Senate of the University of Sydney, in pursuance of the University of
Sydney Act 1989, makes the following By-law:
1 Name of By-law
This By-law is the University of Sydney Amendment (Academic
Governance) By-law 1996.
2 Commencement
This By-law commences on 1 August 1996.
3 Amendment of By-laws of the University of Sydney
The By-laws of the University of Sydney are amended as set out
in Schedule 1.

The explanatory note does not form part of this By-law.

(Clause 3)
Chapter 8
Omit the Chapter. Insert instead:
Chapter 8 Academic governance 1 Academic Board
(1) The Academic Board:
(a)
is the University's primary academic advisory body, and
(b)
consists of the membership, and has the functions, prescribed by rules made by the Senate.
(2) The Academic Board reports directly to the Senate.

Amendment of By-laws of the University of Sydney Schedule 1 2 Academic Forum
There is to be an Academic Forum which:
(a)
is an advisory body that reports directly to the Academic Board, and
(b)
consists of the membership, and has the functions, prescribed by rules made by the Senate.
3 First election of the Academic Forum
(1) The first election of members of the Academic Forum
must be held on or before 30 September 1996.(2) Of the members of the Academic Forum elected at the
first election of members of the Academic Forum:
(a)
half (selected by lot) remain members until 31 December 1997, and
(b)
the other half remain members until 31 December 1998.
4 First election of the Academic Board
(1)
An election of members of the Academic Board (other than the Chair and the Deputy Chairs) must be held within 8 weeks of the declaration of the first election of the Academic Forum.
(2)
The Academic Board members elected as undergraduate or postgraduate student members at the first election remain members until 31 December 1997.
(3) Of the other Academic Board members elected at the
first election:
(a)
half (selected by lot) remain members until 31 December 1997, and
(b)
the other half remain members until 31 December 1998.
(4)
An election of the Chair and the Deputy Chairs of the Academic Board must be held on or before 1 June 1997.

5 Savings and transitional provisions consequent on the
reconstitution of the Academic Board
(1)
On the commencement of the University of Sydney Amendment (Academic Governance) By-law 1996, the membership of the Academic Board is to consist of those persons who, immediately before that commencement, held office as members of the Academic Board.
(2) The members continue to hold office:
(a)
in the case of the Chair or a Deputy Chair—until a new Chair and new Deputy Chairs are declared to be elected under clause 4 (4), and
(b)
in any other case—until new members are declared to be elected under clause 4 (1).
6 Making of rules
(1) The Senate may make rules for or with respect to the
Academic Board and the Academic Forum.(2) The Academic Board may also make rules for or with respect to the meeting procedures of the Academic Board. (3) If there is any inconsistency between a rule made by the Senate under subclause (1) and a rule made by the Academic Board under subclause (2), the rule made by the Senate prevails to the extent of any inconsistency. A rule made under this clause must be displayed on all (4) official University notice boards for at least 24 hours.
Such a rule takes effect:
(a) on the first day after the day on which it is displayed, or (b) on a later day, if such a day is specified in the rule. A rule made under this clause must also be published in at least one official publication of the University. Failure to do so does not invalidate the rule. (5)
