HIS HONOUR:   This is a summons seeking an order that an applicant for special leave to appeal to this Court be granted bail and released on his own recognizance from penal custody pending the hearing of his application for special leave to appeal.  I would dismiss the applicant’s summons.  I publish my reasons.  Accordingly, the order of the Court is the applicant’s summons is dismissed.
