STATUTORY RULES.

1923. No. 53.

TREASURY REGULATIONS UNDER THE AUDIT ACT 1901-1920.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Audit Act 1901-1920, to come into operation forthwith.

Treasury Regulations under the Audit Act 1901-1920 are hereby amended as follows:—

Regulation 58 is cancelled, and the following new regulation inserted:—

“Accounts for pensions under the SuperannuationAct 1922 shall be prepared upon Form 17a unless otherwise directed by the Treasurer, and accounts for all other pensions shall be prepared upon Form 17.”

Regulation 72 is cancelled, and the following new regulation inserted:—

Method of authorizing payment of accounts.

“When accounts are ascertained to be in order, they shall be consecutively numbered and entered an Form 20, an which shall be shown the Head of Expenditure and Item of the Estimates to which each account is charged. Accounts in Form 17a, for the payment of pensions, shall not be entered on Form 20. The consecutive number shall begin at number 1 on the first day of each Financial Year, and the consecutive number given to Forms 17a and accounts entered on Forms 20 shall be of the same series. Where an account is payable to a person other than the claimant, the Form 20 shall show the name of such person as well as that of the claimant. If possible, only one Form 20 should be prepared for each day’s payments, and the number of Forms 20 should be restricted to the minimum.

Four copies of Forms 17a and 20 and two copies of Form 22 shall be prepared. One copy of each form shall be retained by the Authorizing Officer and one copy of Form 22 shall be forwarded to the Sub-Treasury. Three copies of Form 17a and Form 20 shall be forwarded to the Paymaster, to be thereafter dealt with as provided in Clause 107 of these Regulations.

At the close of each day all Forms 17a and Forms 20 forwarded to the Paymaster on that day, shall be summarized on Form 22 to show the total charged to each Head of Expenditure and Item of the Estimates.”

Regulation 83 is amended by inserting after the word “by” the words:—

“forwarding an account in Form 17a or by.”

Regulation 84 is amended by inserting after the word “date” the words:—

“of Form 17a or.”

After the end of Regulation 84 insert the following words:—

“a Pensions Register in Form 24a shall be kept by Authorizing Officers of the Department of the Treasury.”

Regulation 86 is amended by inserting after the word “Forms”—

“17a.”

Regulation 96 is amended by inserting after the word “indorsed” the words:—

“Indorsements on cheques in payment of pensions under the Superannuation Act 1922 shall be compared with the specimen signatures in the pensions register.”

Regulation 102 is amended by omitting all words after “on” and inserting the words:—

“Forms 17a and 20.”

Regulation 105 is amended by inserting after the word “Form” appearing for the first time the words:—

“17a and Form”.

By inserting after the word “Form” appearing for the second time the words:—

“17a and Form.”

By omitting the words “at the fact of” and inserting the word:—

“on.”

Regulation 106 is amended by inserting after the word “Form” each time appearing, the words:—

“17a and Form.”

Regulation 107 is amended by inserting after the word “Forms” appearing for the first time the words:—

“17a and.”

By inserting after the word “Form” appearing in the first and fourth lines of the third paragraph, the words:—

“17a and Form.”

Forms 14, 14a, 22, 23, 24, 29, 34 and 36 are cancelled, and new forms, as shown below, hearing the same number, are prescribed in lieu thereof:—
