'6t30 HARBOURS. Townsville Harbour Board, &c., Act. 5 GEO. V. No. 31, 1914. 11. Whenever necessary, owing to the fact that the number of votes for any two or more candidates is found to be equal, the returning officer shall decide by his casting vote which shall be elected. 12. The returning officer shall forthwith report to the Board the names of the members elected. 13.
