I, Rear Admiral Sir DAVID JAMES MARTIN, Governor of the State of New South Wales, with the advice of the Executive Council, and in pursuance of section 2 of the Totalizator (Off-course Betting) Amendment Act 1990, do, by this my Proclamation, appoint 1 July 1990 as the day on which that Act (Schedule 1 excepted) commences.
