HIS HONOUR: The applicant applied by summons for an order giving him leave to annex certain documents to his written case. He asked that the summons be decided without oral argument and the respondent did not seek to be heard on the application. In my opinion directions should now be given:
1.Dispensing the applicant from the requirement to file an application book;
2.Requiring the applicant to file two copies of certain documents;
3.Directing that those documents be placed before two Justices for their consideration of whether to determine the application for special leave without listing it for hearing;
4.The summons should otherwise be dismissed.
I publish my reasons. I publish the orders which I have indicated.
