time being performing the duties of the said Secretary, is hereby autliorised to undertake and carry out the said ivork, suliject to the provisions of this Aid, and for that purpose shall bo, and shall hav(; the powers and duties of, a Constructing Authority within the meaning of the Puhlie Works ..\et, 1900.

4 . The cost of carrying out the said work, estimated at thirty-six Cost, how to l e
thousand three hundrt'd and iifty-four pounds (which includes the cost of electric ]>ower, haulers, and rolling stock, but excludes the cost of resumptions) shall be defrayed from such .Loan Votes as are now or may hereafter he applicable to that ])urpose, or from appropriations of the Puhlie AVorks Eund or partly from such vott's ;uul partly from the said ap])ropriations, and shall not under any circumstances exceed the estimated cost by more than ten per centum.
