appointment or dismissd shall be made without the approval of the Governor first obtained, and that, as regards other offices and positions, no appointment or dismissal shall be made with- out the approval of the Chief Secretary first obtained.

The Governor may, from time to time, make and rescind or

vary such proclamations, and any such proclamation shall

come into force upon the publication thereof in the Govern-

ment Gazette. "
