1Objective

The objective of these Regulations is to prescribe—

(a)the standards for risk management plans prepared by the operators of declared essential services; and

(b)the standards for training exercises prepared by the operators of declared essential services.

2Authorising provision

These Regulations are made under section 40 of the Terrorism (Community Protection) Act 2003.

3Prescribed standards for risk management plans

For the purposes of section 29(2) of the Terrorism (Community Protection) Act 2003, the prescribed standards for risk management plans are—

(a)AS/NZS 4360—2004, Risk Management, as published from time to time;

(b)HB436—2004, Risk Management Guidelines, Companion to AS/NZS 4360—2004, as published from time to time;

(c)HB167—2006, Security risk management, as published from time to time;

(d)Critical Infrastructure Emergency Risk Management and Assurance Handbook, as published from time to time.

4Prescribed standard for training exercises

For the purposes of section 33(1A) of the Terrorism (Community Protection) Act 2003, the prescribed standard for training exercises is Australian Emergency Manual Series, Part V The Management of Training, Manual 2 Managing Exercises, published by Emergency Management Australia from time to time.

1.     General Information

The Terrorism (Community Protection) (Prescribed Standards) Regulations 2007, S.R. No. 81/2007 were made on 17 July 2007 by the Governor in Council under section 40 of the Terrorism (Community Protection) Act 2003, No. 7/2003 and came into operation on 17 July 2007.

The Terrorism (Community Protection) (Prescribed Standards) Regulations 2007 will sunset 10 years after the day of making on 17 July 2017 (see section 5 of the Subordinate Legislation Act 1994).

2.     Table of Amendments

There are no amendments made to the Terrorism (Community Protection) (Prescribed Standards) Regulations 2007 by statutory rules, subordinate instruments and Acts.
