TELEPHONE REGULATIONS.

Statutory Rules 1960, No. 26.(a)

Commencement.

1. These Regulations shall come into operation on the first day of May, 1960.

Parts.

2. Regulation 3 of the Telephone Regulations is amended by omitting the words—

“Division 1.—Manual Trunk Line Calls (Regulations 133a-144a).

Division 2.—Automatic Trunk Line Calls (Regulations 144b-144d).”

and inserting in their stead the words—

“Division 1.—General (Regulation 133a).

Division 1a.—Manual Trunk Calls (Regulations 133b-144a).

Division 2.—Metered Trunk Calls (Regulations 144b-144c).”.

Definitions.

3. Regulation 4 of the Telephone Regulations is amended—

(a)by omitting the definition of “Junction line” and inserting in its stead the following definition:—

“‘Junction line’ means a line connecting two or more exchanges or offices in the same charging zone or adjoining charging zones;”;

(b)by inserting after the definition of “Line” or “Telephone line” the following definitions:—

“‘Local call’ means a telephone call made between telephones connected to—

(a)the same exchange;

(b)exchanges or offices in the same charging zone; or

(c) exchanges or offices in adjoining charging zones;

‘Local-call line’, in relation to a telephone service, means a subscriber’s line, including a party line but not including an extension, connected to—

(a)the exchange to which the telephone service is connected;

(b) any other exchange in the same charging zone as that exchange; or

(c) any exchange in a charging zone adjoining that charging zone;”; and

(c) by omitting the definition of “Trunk line” and inserting in its stead the following definitions:—

“‘The Director-General’ means the Director-General of Posts and Telegraphs;

‘The local-call fee’ means the fee specified in regulation 35 of these Regulations;

‘Trunk call’ means a call other than a local call;

‘Trunk line’ means a line, other than a junction line, connecting two or more exchanges or offices.”.

(a) Made under the Post and Telegraph Act 1901-1950 on 29th April, 1960; notified in the Gazette on 29th April, 1960.

4. After regulation 18 of the Telephone Regulation the following regulation is inserted:—

Charging tones and charging districts.

“18a. For the purposes of these Regulations—

(a)exchanges and offices are grouped in charging zones, the names of which are specified in column 1 of the First Schedule to these Regulations;

(b)the exchanges and offices specified in column 2 of that Schedule opposite to the name of a charging zone specified in column 1 of that Schedule are the exchanges and offices in that zone;

(c)the charging zones, if any, specified in column 3 of that Schedule opposite to the name of a charging zone specified in column 1 of that Schedule shall be deemed to be the charging zones adjoining that charging zone;

(d)charging zones are grouped in charging districts, the names of which are specified in column 1 of the Second Schedule to these Regulations;

(e)the charging zones specified in column 2 of that Schedule opposite to the name of a charging district specified in column 1 of that Schedule are the charging zones in that district; and

(f) the charging districts, if any, specified in column 3 of that Schedule opposite to the name of a charging district specified in column 1 of that Schedule shall be deemed to be the charging districts adjoining that charging district.”.

5.—(1.) Regulation 29 of the Telephone Regulations is repealed and the following regulation inserted in its stead:—

Rental.

“29.—(1.) The annual rental payable by a subscriber for a telephone service connected to an exchange in the Sydney, Melbourne, Brisbane, Adelaide, Perth, Hobart or Newcastle charging zone, or in a charging zone adjoining any of those charging zones, is at the rate ascertained for that service by reference to the following table:—

“(2.) Subject to the next succeeding sub-regulation, the annual rental payable for a telephone service connected to an exchange in a charging zone other than a charging zone specified in the last preceding sub-regulation

is at the rate ascertained for that service by reference to the following table:—

“(3.) The rate of the annual rental payable for a telephone service shall not be varied by reason only of a variation, after the commencement of these Regulations, in the total number of local-call lines in relation to the service until the expiration of a period of one year commencing on the first day of the month immediately following the month in which the variation in the total number of local-call lines occurred.”.

Services to distant exchanges.

6. Regulation 32 of the Telephone Regulations is amended by omitting from the table in paragraph (a)of sub-regulation (1.) the words—

“Subscribers connected to exchanges having access to the following number of subscribers’ lines at the unit fee.”

and inserting in their stead the words—

“Total number of local-call lines in relation to the telephone service”.

7. Regulations 35, 36, 37 and 38 of the Telephone Regulations are repealed and the following regulations inserted in their stead:—

Local call fee.

“35. Subject to these Regulations, the fee payable for an effective local call made from the telephone of a subscriber is Fourpence.

Subscriber’s telephone with coin attachment.

“36. Where a subscriber leases a straight line telephone service fitted with a Departmental coin attachment and places that telephone at the service of the public, his employees, tenants or lodgers, the fee payable for each effective local call made from that telephone shall, if the Director-General so determines, be Threepence.

Fee payable by subscriber.

“37. The fee payable for a local call made from the telephone of a subscriber is payable by the subscriber.”.

8. Regulation 43 of the Telephone Regulations is repealed and the following regulation inserted in its stead:—

Restoration of service disconnected for non-payment of rental, &c.

“43. Where the telephone service of a subscriber has been disconnected because of non-payment of rental or other charges, the service may be again connected on payment by the subscriber of all amounts due and payable in respect of the disconnected service together with—

(a)where the telephone instrument and any outdoor lines have been removed from the subscriber’s premises—the amounts that would be payable if the reconnexion were treated as the connexion of a new telephone service;

(b) where the telephone instrument only has been removed from the subscriber’s premises—an amount of One pound twelve shillings and sixpence; or

(c)in any other case—an amount of Six shillings.”.

Charitable institutions.

9. Regulation 84 of the Telephone Regulations is amended by omitting the words “unit fee calls” and inserting in their stead the words “local calls”.

Weather forecasts.

10. Regulation 87 of the Telephone Regulations is repealed.

Calls at specified times.

11. Regulation 87a of the Telephone Regulations is amended by omitting from sub-regulation (2.) the words “two unit fees” and inserting in their stead the words “twice the local-call fee”.

12. After regulation 117 of the Telephone Regulations the following regulations are inserted:—

Local calls.

“117a. A person may make a local call from a public telephone.

Fee for local call.

“117b. Subject to the next succeeding regulation, the fee payable for an effective local call made from a public telephone is a fee equal to the local-call fee.”.

Limitation on local-call period.

13. Regulation 118 of the Telephone Regulations is amended—

(a)by inserting after the word “conversation” (first occurring) the words “for a local call”; and

(b) by omitting the words “unit fee” and inserting in their stead the words “fee equal to the local-call fee”.

Repeal.

14. Regulations 119, 120, 121 and 122 are repealed.

Subscriber’s charge to public.

15. Regulation 127 of the Telephone Regulations is amended—

(a)by omitting from sub-regulation (1.) the words “call to which the unit fee applies” and inserting in their stead the words “local call”; and

(b) by omitting sub-regulation (2.).

Trunk call.

16. Regulation 128 of the Telephone Regulations is amended by omitting the words “trunk line conversation” and inserting in their stead the words “trunk call”.

Liability of subscriber.

17. Regulation 129 of the Telephone Regulations is amended by omitting the word “line”.

18. The heading of Division 1 of Part VII., and regulations 133a and 134, of the Telephone Regulations are repealed and the following Division, heading and regulations inserted in their stead:—

“Division 1.—General.

Definitions.

“133a. In this Part—

‘calling exchange’, in relation to a trunk call, means the exchange or office to which the telephone from which the call originates is connected;

‘receiving exchange’, in relation to a trunk call, means the exchange or office to which the telephone to which the call is made is connected;

‘trunk charging point’ means—

(a)in relation to the Sydney, Melbourne, Brisbane, Adelaide, Perth or Hobart charging zone or charging district—the General Post Office at Sydney, Melbourne, Brisbane, Adelaide, Perth or Hobart, as the case may be; or

(b)in relation to any other charging zone or charging district—the point determined by the Director-General to be the geometrical centre of the charging zone or charging district;

‘trunk distance’, in relation to a trunk call, means—

(a)where the calling exchange is included in, or in a charging district adjoining, the charging district in which the receiving exchange is included—the distance between the trunk charging point of the charging zone in which the calling exchange is included and the trunk charging point of the charging zone in which the receiving exchange is included; or

(b)in any other case—the distance between the trunk charging point of the charging district in which the calling exchange is included and the trunk charging point of the charging district in which the receiving exchange is included.

“Division 1a.—Manual Trunk Calls.

Application.

“133b. This Division does not apply to a trunk call that is a metered trunk call within the meaning of Division 2 of this Part.

Trunk calls from subscriber’s telephone.

“134.—(1.) Trunk calls may be made from the telephone of a subscriber.

“(2.) The fee payable for a trunk call made from the telephone of a subscriber is payable by the subscriber.”.

Calls from public telephones.

19. Regulation 135 of the Telephone Regulations is amended by omitting the word “line”.

Charges for trunk calls.

20. Regulation 138 of the Telephone Regulations is amended by omitting sub-regulations (1.) and (2.) and inserting in their stead the following sub-regulation:—

“(1.) Subject to this Part, the fee payable for an effective trunk call is the fee ascertained for that call by reference to the following table:—

Trunk distance in relation to the trunk call.	Each three minutes or part of three minutes.

Press conversations.

21. Regulation 139 of the Telephone Regulations is amended—

(a)by omitting from sub-regulation (1.) the words “trunk line”; and

(b)by omitting sub-regulation (3.) and inserting in its stead the following sub-regulation:—

“(3.) In this regulation, ‘press conversation’ means a trunk call to the telephone of an organization specified in sub-paragraph (i), (ii) or (iii) of paragraph (a)of sub-regulation (4.) of regulation 63 of the Telegraph Regulations made by a correspondent of that organization, being a call that consists solely of a statement by the correspondent which, if it were sent by the correspondent to that organization in a telegram, would be a press, broadcasting or television telegram for the purposes of that regulation.”.

Trunk calls by members of the Forces, &c.

22. Regulation 139a of the Telephone Regulations is amended by omitting from sub-regulation (1.) the word “line”.

Call to particular person.

23.—(1.) Regulation 141 of the Telephone Regulations is amended by omitting from sub-regulation (1.) the word “line”.

(2.) Regulation 141 of the Telephone Regulations is amended by omitting the table from sub-regulation (2.) and inserting in its stead the following table:—

Commencement of trunk call.

24. Regulation 143 of the Telephone Regulations is amended—

(a)by omitting from sub-regulation (1.) the words “trunk line conversation” and inserting in their stead the words “trunk call”; and

(b)by omitting from sub-regulation (2.) the word “conversation” and inserting in its stead the word “call”.

Cancellation of calls.

25. Regulation 144 of the Telephone Regulations is amended by omitting the word “line”.

26. Division 2 of Part VII. of the Telephone Regulations is repealed and the following Division inserted in its stead:—

“Division 2.—Metered Trunk Calls.

Interpretation.

“144b.—(1.) in this Division, ‘metered trunk call’ means a trunk call registered on a meter at the calling exchange.

“(2.) For the purposes of this Division, the chargeable period in relation to a metered trunk call is the period ascertained for that call by reference to the following table:—

Fees.

“144c.—(1.) The fee payable for an effective metered trunk call is an amount equal to the local-call fee and a further amount equal to the local-call fee in respect of each complete chargeable period included in the period of the call.

“(2.) The fee payable for a metered trunk call made from the telephone of a subscriber is payable by the subscriber.”.

Charge for private line.

27.—(1.) Regulation 147 of the Telephone Regulations is amended by omitting the table in sub-regulation (1.) and inserting in its stead the following table:—

(2.) Regulation 147 of the Telephone Regulations is amended—

(a)by inserting after sub-regulation (1.) the following sub-regulation:—

“(1a.) In this regulation—

‘capital city line’ means a private line wholly within—

(a)the Sydney charging zone and the charging zones adjoining that charging zone;

(b)the Melbourne charging zone and the charging zones adjoining that charging zone;

(c) the Brisbane charging zone and the charging zones adjoining that charging zone;

(d)the Adelaide charging zone and the charging zones adjoining that charging zone;

(e)the Perth charging zone and the charging zones adjoining that charging zone; or

(f) the Hobart charging zone and the charging zones adjoining that charging zone;

‘line other than a capital city line’ means a private line (other than a capital city line) wholly within a charging zone and the charging zones adjoining that charging zone.”; and

(b)by omitting from sub-regulation (2.) the words “where any line exceeds a chargeable distance of five miles, or where both terminal points are situated outside the limits of a telephone network or unit fee area” and inserting in their stead the words “where a charge is not fixed by sub-regulation (1.) of this regulation for a line”.
