REGULATIONS UNDER THE POST AND TELEGRAPH ACT 1901-1923.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Post and Telegraph Act 1901-1923 to come into operation on and from the 16th December, 1929.

Amendment of the Telephone Regulations.

(Statutory Rules 1927. No. 145, as amended to this date.)

1. Regulation 29 is amended by omitting sub-regulation (1) and inserting in its stead the following sub-regulation:—

“(1) The charges payable for each of the different classes of service specified shall be as follows:—

Subscribers connected to exchanges having access to the following number of subscribers’ lines at the unit fee.

Radius of network or unit fee area.

Annual rental within two-mile radius of the exchange—

For an exclusive service.

For each subscriber or instrument on a two-party service.

For each subscriber or instrument on a three or more party service.

2. Regulation 31 is amended by omitting the figures “600” (wherever occurring) and inserting in their stead the figures “300”.

3. Regulation 35 is amended by omitting the words “10-mile radius of the General Post Office, Sydney, Melbourne”, and inserting in their stead the following words:—

“15-mile radius of the General Post Office, Sydney or Melbourne, or a 10-mile radius of the General Post Office”.

4. Regulation 37 is amended by omitting the figures “600” (where-ever occurring) and inserting in their stead the figures “300”.

5. Regulation 64 is amended by omitting from sub-paragraph (b) the table and inserting in its stead the following words:—

“The rental charges prescribed by Regulation 147 for private lines shall apply.”.

Public telephones specified.

6. Regulation 120 is omitted and the following regulation is inserted in its stead:—

“120. The public telephones to which the last preceding regulation applies are as follows:—

(a) Those connected to exchanges within a 15-mile radius of the General Post Office, Sydney or Melbourne;

(b)Those connected to exchanges within a 10-mile radius of the General Post Office, Brisbane, Adelaide, Perth or Hobart; and

(c) Those connected to exchanges within a 5-mile radius of the Newcastle Post Office;

Provided that any public telephone to which this regulation applies situated beyond the said radius shall be within two miles of the exchange to which it connects.”.

7. Regulation 138 is repealed and the following regulation is inserted in lieu thereof:—

Charges for calls.

“138. Excepting on Sundays, Christmas Day and Good Friday, trunk line calls shall be charged for as provided in the following table, the specified charges being in addition to the unit fee:—

Radial distance between exchanges or offices.

Each three minutes or part thereof—

Between 9 a.m. and 6 p.m.

Between 6 p.m. and 9 p.m. or 7 a.m. and 9 a.m.

Between 9 p.m. and 7 a.m.

Provided that where, at the discretion of the Department, any trunk line is set apart for the exclusive use of a subscriber during regular periods, the charges and conditions shall be as determined by the Department.”.

8. Regulation 139 is repealed and the following regulation is inserted in its stead:—

Press conversations.

“139 (1). When a trunk line is used for conversations in the nature of press telegrams, as defined in the Telegraph Regulations, the rates shall be the prescribed normal charges for trunk line calls made between 6 p.m. and 9 p.m. or 7 a.m. and 9 a.m., excepting that such charges shall apply for each five minutes or part thereof.

(2). A conversation paid for or to be paid for at press rates shall not be allowed to commence, or, having commenced, shall not be permitted to extend beyond the period then current, if any person is waiting to use the line on payment of the prescribed normal charges for trunk line calls made between 7 a.m. and 9 p.m.”.

9. Regulation 140 is repealed and the following regulation is inserted in its stead:—

Calls on Sundays and holidays.

“140. For trunk line calls (other than press conversations) on Sundays, Christmas Day and Good Friday, the rates shall be those charged on other days as prescribed by Regulation 138, excepting that for calls made between 7 a.m. and 9 a.m. or 6 p.m. and 12 midnight, the rates shall be the prescribed normal charges for calls made between 9 a.m. and 6 p.m. on week days.”.

10. Regulation 141 is amended by omitting sub-regulation (2) and inserting in its stead the following sub-regulation:—

“(2). The following additional fee shall be charged for such service, irrespective of the success or failure of the attempt to obtain the particular person required:—

(i) where the trunk line call is between places 100 miles or less apart........................ 3d; or

(ii) where the trunk line call is between places more than 100 miles apart.................. 6d.”.

11. Regulation 147 is omitted and the following regulation is inserted in its stead:—

Charges for line.

“147. The following charges shall be made for any private line provided by the Department:—

(a) Lines provided by means of underground cable—

For the first quarter mile or part thereof..............

£2 10s. per annum; and

For each additional 220 yards or part thereof.......

15s. per annum.

The rental shall be calculated on the radial distance.

 

(b)Lines provided by means of aerial wire or aerial cable—The charges shall be as determined by the Department in each case according to the length of the line and the nature and extent of the plant used:

Provided that where any line extends beyond the limits of a telephone network or unit fee area, or where new construction, submarine cable or other special arrangements are required in the provision of a service, or where the line applied for will not connect premises under the same ownership or control, the charges and conditions shall be determined by the Department according to the circumstances of each case:

Provided further that the actual cost of labour and material, including administration charges, used in installing the wires within the buildings or upon the premises to which the line connects shall be charged, but, where a telephone is supplied and installed by the Department on any line, the first five yards of wiring within the buildings or premises in which the telephone is installed shall not be charged for.”.
