1 Name of Technical Standard

(1) This Technical Standard is the Telecommunications Technical Standard (Requirements for Connection to an Air Interface of a Telecommunications Network – Part 4: IMT-2000 Customer Equipment – AS/CA S042.4:2010) 2011.

(2) This Technical Standard may also be cited as AS/CA S042.4–2011.

Commencement

This Technical Standard commences on the day after it is registered.

Definitions
   In this Technical Standard:
Act means the Telecommunications Act 1997.
addressable device means an item of customer equipment that enables the carriage service provider to identify the item when used for two-way communications on a public mobile telecommunications service or satellite service supplied by the carriage service provider.
E-UTRA FDD means Evolved Universal Terrestrial Radio Access Frequency Division Duplexing.
IMT-2000 means International Mobile Telecommunications 2000 which is the term used by the International Telecommunications Union (ITU) for a set of globally harmonised standards for third generation wireless telecommunication services and equipment as specified by ITU-R Recommendation M.1457-7 Detailed specifications of the radio interfaces of International Mobile Telecommunications-2000 (IMT-2000).
mandatory requirement, for a standard, means a requirement in the standard that uses the words ‘shall’ or ‘shall not’.
OFDMA TDD WMAN means Orthogonal Frequency Division Multiple Access Time Division Duplexing Wireless Metropolitan Area Network.
public mobile telecommunications service has the same meaning as in section 32 of the Act.
satellite service means a carriage service, where customer equipment used in connection with the supply of the service communicates directly with a satellite-based facility.
UTRA FDD means Universal Terrestrial Radio Access Frequency Division Duplexing.
Note 1 Several other words and expressions used in this Technical Standard have the meaning given by section 7 of the Act. For example:
·carriage service
·carriage service provider
·customer equipment
·satellite based-facility
·telecommunications network.
Note 2   Subsection 374 (1) of the Act provides that a reference in Part 21 of the Act to a telecommunications network is a reference to a telecommunications network in Australia that is operated by a carrier or carriage service provider.
Objects of Technical Standard
   The requirements of this Technical Standard are necessary and convenient to meet the objectives mentioned in paragraphs 376 (2) (a) to (d) of the Act.
Application
   This Technical Standard applies to customer equipment that satisfies all of the following:
(a)it is customer equipment to which IMT-2000 applies;
(b)it is designed, or intended, for use in connection with a public mobile telecommunications service;
(c)    it is an addressable device; and
(d)    it is based upon any of the following IMT-2000 technologies:
(i)         UTRA FDD;
(ii)        E-UTRA FDD; or
(iii)       OFDMA TDD WMAN.

   Customer equipment must comply with the mandatory requirements set out in the Australian Standard — Requirements for connection to an air interface of a Telecommunications Network – Part 4: IMT 2000 Customer Equipment – AS/CA S042.4:2010, as published by Communications Alliance Ltd in October 2010.
