1 Name of Technical Standard [see Note 1]
(1) This Technical Standard is the Telecommunications (Requirements for Authorised Cabling Products AS/ACIF S008:2001) Technical Standard 2001.
(2) This Technical Standard may also be cited as AS/ACIF S008:2001.
2 Commencement [see Note 1]
This Technical Standard commences on gazettal.
3 Definitions
In this Technical Standard:
Act means the Telecommunications Act 1997.
AS/ACIF S008:2001 means the standard known as the Australian Standard Requirements for Authorised Cabling Products (AS/ACIF S008:2001), dated December 2001.
4 Application
(1) Subject to subsection (2), this Technical Standard applies to customer equipment or customer cabling:
(a) that is, or is made up of, a cabling product; and
(b) to which AS/ACIF S008:2001 applies.
(2) This Technical Standard does not apply to:
(a) a cabling product intended to be used for an earthing system or the distribution of mains power; or
(b) a component listed in Part B of the Certified Components List mentioned in AS/ACIF S008:2001, except a cord or cordage.
Note The Telecommunications Labelling (Customer Equipment and Customer Cabling) Notice 2001 provides for an overlap period in which manufacturers or importers may choose between complying with this Technical Standard or the Telecommunications Technical Standard (Requirements for Authorised Cabling Products — ACA TS008–1997. This period runs from the commencement of this Technical Standard until 1 January 2004 when ACA TS008–1997 expires.
5 Standard
For subsection 376 (1) of the Act, the standard for the customer equipment and customer cabling is AS/ACIF S008:2001, modified as set out in Schedule 1.

5.7.1 Application
Clause 5.7.2 applies to all types of cabling excluding blown fibre tube systems except where otherwise stated. Other customer cables requirements are specified in Clauses 5.8, 5.9 and 5.10.

5.7.2.1 Cable
5.7.2.1.1 Cables solely intended for telecommunications purposes shall not be of a design or type commonly used for mains power.
5.7.2.1.2 Outdoor cable intended to be installed underground shall comply with the requirements for Water Penetration specified in IEC 60794-1-2–F5B [29].
5.7.2.1.3 Where a recognizable telecommunications cable does not exist or the cable is designed for Multidiscipline use (e.g. designed for special applications such as MIMS cable), the requirements in Clause 5.10 are applicable.
5.7.2.1.4 The outer tube or sheath of an underground blown fibre tube shall comply with —
(a) the requirements of IPX8 of AS 1939 [6]; and
(b) the sheath requirements of Clause 5.7.2.2.2 or Clause 5.7.2.2.3.
5.7.2.2 Insulation and sheath materials
5.7.2.2.1 Telecommunications use
The insulation and sheath materials used shall be suitable for telecommunications use.
5.7.2.2.2 Non-PVC insulation and sheath
Non-PVC insulation and sheath materials shall comply with the requirements of AS 1049 [2] for —
(a) Tensile Strength Test (Aged/Unaged);
(b) Elongation Test (Aged/Unaged);
(c) Shrinkback Tests for that particular type of insulation and sheathing; and
(d) cables exposed to UV radiation for sheath of outdoor cable only.
Compliance with Clause 5.7.2.2.2 (d) is determined by the manufacturer’s declaration.
5.7.2.2.3 PVC insulation and sheath
PVC insulation and sheath materials shall comply with —
(a) the requirements of Table 1 and Table 2; and
(b) the requirements of AS 1049 [2] for cables exposed to UV radiation for outdoor cable only.
Compliance with Clause 5.7.2.2.3 (b) is determined by the manufacturer’s declaration.
