The AUSTRALIAN COMMUNICATIONS AND MEDIA AUTHORITY makes this Determination under subsection 60 (1) of the Australian Communications and Media Authority Act 2005.

This Determination is the Telecommunications (Freephone and Local Rate Numbers Auctions — Registration Charge) Determination 2006 (No. 1).
Commencement
This Determination commences on 1 July 2006.
Revocation
The Telecommunications (Freephone and Local Rate Numbers Auctions — Registration Charge) Determination 2005 (No. 1) is revoked.
Definitions
In this Determination:
Act means the Australian Communications and Media Authority Act 2005.
Allocation Determination means a legislative instrument in force under subsection 463 (1) of the Telecommunications Act.
Note At the commencement of this Determination, there are two Allocation Determinations: the Telecommunications (Freephone and Local Rate Numbers — Charities) Allocation Determination 2005 (No. 1) and the Telecommunications (Freephone and Local Rate Numbers) Allocation Determination 2005 (No. 1).
eligible charity has the meaning given by an Allocation Determination.
Telecommunications Act means the Telecommunications Act 1997.
Note ACMA is defined in the Act.
Purpose of Determination
(1) Under subsection 60 (1) of the Act, ACMA may make determinations fixing charges for:
(a) services provided by ACMA; and
(b) any matter in relation to which expenses are incurred by ACMA under the Acts specified in the subsection (including the Telecommunications Act).
(2) Section 463 of the Telecommunications Act provides that ACMA may, by written instrument, determine an allocation system for allocating specified numbers to carriage service providers. ACMA determines such an allocation system by making an Allocation Determination.
(3) ACMA will incur expenses in providing the registration facilities set down in an Allocation Determination.
(4) This Determination fixes the charge that is to be applied in relation to those expenses.
Charge
The charge for a matter mentioned in column 2 of an item in Schedule 1 is the amount mentioned in column 3 of that item.
By whom and when is the charge payable
(1) The charge is payable by an applicant for registration under an Allocation Determination (other than an applicant that is an eligible charity) in accordance with and at the time required by the Allocation Determination.
(2) An eligible charity is not liable to pay the charge, irrespective of the Allocation Determination under which the charity’s application for registration is lodged.
