Her Excellency the Governor, with the advice of the Executive Council, has approved of the following By-law under the Technical Education Trust Funds Act 1967.

In accordance with the Technical Education Trust Funds Act 1967 and as the Statutory Trustee of the Coachbuilders 1914–1919 War Memorial Bursary Fund, I make the By-law set out below and certify that I have had regard to the intentions of the donor of the Fund, as expressed by the trust instrument relating to the Fund.

Explanatory note
The Coachbuilders 1914–1919 War Memorial Bursary (the Bursary) has been awarded annually to the student completing any automotive vehicle body trade course at a TAFE establishment who obtains the highest average of all marks gained in all subjects in that course. However, the method by which students are assessed in that course has changed from a marks-based grading system to a competency based training skills system.
The object of this By-law is to amend the Technical Education Trust Funds (TAFE Establishments) By-law 1997 to update the basis on which a student is assessed in an automotive vehicle body trade course so that the award of the Bursary can continue to be made.
This By-law is made under the Technical Education Trust Funds Act 1967, including section 14 (the by-law-making power).

This By-law commences on the day on which it is published on the
NSW legislation website.
3 Amendment of Technical Education Trust Funds (TAFE Establishments) By-law 1997
Clause 15 Coachbuilders 1914–1919 War Memorial Bursary Fund
Omit “the student who obtains the highest average of all marks gained in all subjects in that course” from clause 15 (3).
Insert instead “the student who is assessed as achieving the highest level of competency based training skills in that course”.
