1. The application raises no point of principle which would warrant the grant of special leave to appeal.  The proposed grounds of appeal are generic and replicate the grounds of judicial review and appeal raised (and properly rejected) below.  Special leave is refused. 

2. Pursuant to r 41.11.1 of the High Court Rules 2004 (Cth), we direct the Registrar to draw up, sign and seal an order dismissing the application with costs.
