  1. The applicant is a citizen of the People's Republic of China.  The Refugee Review Tribunal upheld a decision of a delegate of the first respondent to refuse a protection visa.  The Tribunal did not accept that the applicant feared persecution on religious grounds.

  2. The Federal Magistrates Court (Lloyd-Jones FM) refused an application for judicial review.  The Federal Court of Australia (Collier J) dismissed an application for an extension of time to appeal on the ground that the applicant was unable to identify any arguable ground of appeal, so that an appeal would be futile.

  3. The position found by Collier J is unchanged in relation to the applicant's application for special leave to appeal.  Accordingly the application is dismissed.

  4. Pursuant to r 41.10.5 we direct the Registrar to draw up, sign and seal an order dismissing the application for special leave.
