GUMMOW J:   The applicant is a citizen of Pakistan.  A decision by a delegate of the respondent to refuse a protection visa was upheld by the Refugee Review Tribunal after the applicant had declined an invitation to give evidence and present argument orally.

The Federal Magistrates Court (Scarlett FM) refused judicial review.  The Federal Court of Australia (Gyles J) dismissed an application on the basis that only factual grounds were raised.

The papers filed by the applicant in support of this application for special leave largely state formulas unrelated to the actual circumstances of the case.  An appeal would have no prospects of success.  The application is dismissed.

Pursuant to r 41.10.5 we direct the Registrar to draw up, sign and seal an order dismissing the application for special leave.

I publish the disposition signed by Justice Heydon and myself.
