I, the Minister for Planning, in pursuance of section 51 of the Environmental Planning and Assessment Act 1979, make the regional environmental plan set out hereunder.

Citation

1. This plan may be cited as Sydney Regional Environmental Plan

No. 11—Penrith Lakes Scheme (Amendment No. 3).

Principal Plan

2. In this plan, Sydney Regional Environmental Plan No. 11—Penrith

Lakes Scheme is referred to as the Principal Plan.

Aims, objectives etc.

3. The aims of this plan are:

(a)	to make changes to the design of the Penrith Lakes Scheme, including changes to the size and shape of lakes and changes in the levels and locations of flood weirs; and
(b)	to remove the necessity to obtain directions about the content of statements of environmental effects from the Director of Planning; and
(c)	to remove a provision of the Principal Plan authorising the preparation or adoption of the development control codes; and

(d) to update a reference in the Principal Plan to a public authority.

Land to which plan applies

4. This plan applies to the land which is shown edged heavy black on

the map marked “Sydney Regional Environmental Plan No. 11-Penrith the Department of Planning.

Relationship to other environmental planning instruments

5. This plan amends the Principal Plan in the manner set out in

clause 6.

Amendment of the Principal Plan

6. The Principal Plan is amended:

(a)	by omitting from the definition of “the structure plan” in clause 5 the words “the map marked ‘Sydney Regional Environmental Plan No. 11-Penrith Lakes Scheme (Amendment No. 2)’ deposited in the office of the Department” and by inserting instead the words “the map marked ‘Sydney Regional Environmental Plan No. 11-Penrith Lakes Scheme (Amendment No. 3)’ deposited in the Parramatta office of the Department”;
(b)	by omitting from clause 8 (3) the words “prepared in accordance with such directions of the Director as relate to matters which are specified in Schedule 2” and by inserting instead the words “containing the matters specified in clause 1 of Schedule 2 and addressing the matters specified in clause 2 of that Schedule”;
(c)	by omitting from clause 10 (2) the words “Commissioner for Main Roads” and by inserting instead the words “Roads and Traffic Authority”;

(d) by omitting Part 4 (Miscellaneous);

(e) by omitting from the heading to Schedule 2 the words
