STATUTORY RULES.
REGULATIONS UNDER THE SUPPLY AND DEVELOPMENT ACTS 1939.*
I,
THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the
advice of the Federal Executive Council, hereby make the following Regulations
under the

Regulations.
“Part VII.—Commonwealth Oil Board.
“51. For the purposes of this Part—
‘liquid fuel’ has the same meaning as in the National Security (Liquid Fuel) Regulations;
‘the Board’ means the Commonwealth Oil Board established under this Part.
“52.—(1.) There shall be a Commonwealth Oil Board which shall consist of—
The Secretary of the Department;
The Director of Economic Co-ordination;
The Chairman of the Contract Board;
The Executive Member and Secretary of the Contract Board;
A person nominated by the Naval Board;
A person nominated by the Military Board;
A person nominated by the Air Board;
A representative of the Standing Committee on Liquid Fuels, nominated by the Minister;
A representative of the Munitions Supply Laboratories, nominated by the Minister; and
The Controller of Liquid Fuel appointed under the National Security (Liquid Fuel) Regulations.
“(2.) The Secretary of the Department shall be the Chairman of the Board.

“(3.) The Minister may appoint any person possessing expert or business knowledge to attend any meeting of the Board in a consultative capacity.
“53. The Secretary of the Department shall appoint an officer of the Department of Supply and Development to be the Secretary to the Board.
“54.—(1.) There shall be an Executive Officer of the Board who shall be appointed by the Secretary of the Department.
“(2.) The Executive Officer shall—
(
a ) implement the decisions of the Board;(
b ) conduct such investigations as the Board directs; and(
c ) present to the Board any information required by the Board in connexion with the discharge of its duties.
“55.—(1.) Meetings of the Board shall be convened by the Chairman or, in his absence, by the Secretary to the Board.
“(2.) Five members of the Board shall form a quorum.
“(3.) The Chairman shall preside at meetings of the Board. In the absence from any meeting of the Board of the Chairman, the members present shall elect one of their number present to preside at that meeting.
“(4.) Questions shall be decided by a majority of votes, and, in the event of an equality of votes, the person presiding at a meeting shall also have a second or casting vote.
“56. The Board shall—
(
a ) collect, collate and examine information with respect to the defence and civil requirements of liquid fuel and aviation spirit for all purposes in time of war;(
b ) collect, collate and examine information with respect to stocks and supplies of liquid fuel and aviation spirit and formulate plans for supplying defence requirements of liquid fuel and aviation spirit;(
c ) collect and examine information with respect to the movements of vessels carrying liquid fuel and aviation spirit to and from Australia and advise the appropriate authorities of the vessels required for such carriage;(
d )formulate plans in relation to, and advise the appropriate authorities of, requirements with respect to the transport within Australia, and the receipt, storage, preparation and distribution of liquid fuel and aviation spirit;(
e ) investigate and report, if so required by the Minister, on any matter in relation to liquid fuel and aviation spirit which the Minister refers to the Board.
“57. The Minister may, on the recommendation of the Board, appoint a Committee consisting of such persons as the Minister determines for the purpose of advising the Board on any matter arising out of its duties.”.
