E it enacted by the King's Most Excellent Majesty, by and with the advice and consent of the Legis- lative Assembly of Queensland in Parliament assembled, and by the authority of the same, as follows:- Short title 1. "Advisory Board" - The Advisory Board Advisory constituted u:rder this Act: the term, where Board. ,necessary, inlcludes the chairman or any member thereof. "Prescribed"-Prescribed by this Act. Prescribed. "This Act"-This Act and all Proclamations, This Act. Orders in Council, notifications, and regulations made or purporting to be made thereunder.', 3. The following new section (3A) is inserted after New s. 3A. section three of the Principal Act, as follows : - " [3A.] (1.) For the purpose of assisting in the Establish· improvement and development of the sugar industry ~e;r of of Queensland in all matters relating to the production E~ p? riment and manufacture of cane sugar, the Governor in Council ~ ~ ; ~ o: may establish a Board to be called " The Sugar Boa~ ~ . y Experiment Stations Advisory Board" (hereinafter referred to as " The Advisory Board "). (2.) The Advisory Board shall consist of six members, Mombers. and shall be appointed by the Governor in Council, as follows :- (a) Two representatives of the Government, namely: The Minister for Agriculture and Stock and the Director of Sugar Experiment Stations, who shall act without remuneration. (b) Two representatives of growers of sugar-cane, who shall be nominated in the manner approved and prescribed: Provided that one member shall represent growers supplying sugar-cane to mills north of Mackay, and that one member shall represent growers supplying sugar-cane to mills in the Mackay district and south thereof. (c) Two representatives of manufacturers of cane sugar, who shall be nominated in the manner approved and prescribed. These last four representatives (as set forth in paragraphs (b) and (c) aforesaid) shall be entitled to such remuneration as may be approved. (3.) The Minister for Agriculture and Stock shall be Chairman. the chairman of the Board.

The members other than the representatives of the Government shall hold office for such term as may be prescribed, but shall be eligible for re-nomination. Vacancit)s. (9.) If the office of a member by nomination or otherwise becomes vacant during the term for which he is appointed, a successor shall be appointed for the remainder of the term in a manner to be prescribed. Appoint· ment ot deputy. (10.) If a member is likely from any cause to be absent from meetings of the Advisory Board for more than six months, the Governor in Council may appoint a deputy to act for such member during his absence. A deputy shall have the same powers, rights, and duties as an ordinary member in whose place he is appointed. DisquuJifi· cation. (11.) The office of a member of the Advisory Board shall become vacant if such member- (a) Becomes bankrupt or compounds with his creditors; or (b) Becomes insane; or (c) Resigns his office by writing under his own hand addressed to the Minister; or * This Act.

Regulations may be made regarding the Regulat.ione. meetings, business, and proceedings of the Advisory Board, including the "appointment of deputies and the quorum at meetings. (13.) (a) The Advisory Board shall be charged with the of Advisory responsibility of advising the Minister upon Board. the needs of the sugar industry in all matters appertaining to the investigation of the problems of the production and manufacture of cane sugar and other products of sugar~ cane, and the dissemination of information so obtained. (b) The Advisory Board shall assist the Minister in an advisory capacity in regard to the efficient conduct of the work of Sugar Experiment Stations. (c) The Advisory Board shall perform and under- take such further powers, duties, and responsibilities as may be imposed pursuant to Order in Council under this Act (such power to make such Orders in Council being hereby authorised), or as may be delegated by the Minister to such Board (such power of delegation being hereby confirmed and authorised), or as may be prescribed. (d) The Minister may consult wjth the Advisory Board as to the rate of assessment that shall be annually levied: Provided that nothing herein shall prejudice or in any wise affect the power and authority of the Minister under the Act to make and levy any such assessment." 4. Section nine of the Principal Act is amended by Amendment adding the following paragraph thereto :_ of s. 9. " Provided that the total amount to be paid by the Treasurer by way of endowment on assessments levied in such year shall not exceed seven thousand pounds."

Section eleven of the Principal Act is amended as follows:- The third paragraph is repealed and the following paragraph is inserted in lieu thereof, namely:- " All Proclamations, Orders in Council, notifications, and regulations shall be published in the Gazette, and thereupon shall have the same force and effect as if they were embraced in and formed part of this Act and shall be judicially noticed and shall not be questioned in any proceedings whatever. All such regulations shall also be published in one or more approved newspapers circulating in the districts in which an assessment is made." In the fourth paragraph, after the word "regulations," the words "or Orders in Council" are inserted; also the words" both Houses of " are repealed. In the fifth paragraph, after the word " regulations," wherever occurring, the words" or Orders in Council " are respectively inserted; also the words ,~ either House of" are repealed. 25 N G o. eo 2 . 6 V . .
