Parts.

1. Regulation 2 of the Statistics Regulations is amended by inserting, before the words and figures “Part II. Miscellaneous”, the following words and figures:—

“Part 10d.—Migration.

“Part 10e.—Retail Business.”.

Additional matters on which information may be given.

2. Regulation 5 of the Statistics Regulations is amended by adding at the end thereof the following items:—

“18. Migration.

“19. Retail Business.”.

Information to be supplied relative to hipping.

3. Regulation 20 is amended by omitting from sub-regulation (1.) the words and symbols “Forms XLIII., XLIV. and XLV.” and inserting in their stead the word and symbols “Form XLV.”.

4. After Part 10c of the Statistics Regulations the following Parts are inserted:—

“Part 10d.—Migration.

Information to be supplied as to passengers.

“21d.—(1.) The owner of a ship or aircraft shall, before departure of the ship or aircraft from any place in Australia, furnish to an officer of the Department of Immigration for transmission to the Statistician a passenger card in respect of every passenger embarking at that place on the ship or aircraft for a destination outside Australia.

“(2.) The passenger card shall be in accordance with Form XLIII. in the case of a passenger embarking on a ship and in accordance with Form XLIV. in the case of a passenger embarking on an aircraft.

(e) Made under Census and Statistics Act 1905-1946 on 4th August, 1948; notified in Gazette on 9th August, 1948.

 “(3.) Form XLIII, or Form XLIV., as the case may be, shall, in accordance with the instructions contained in or accompanying that form, be filled up by every passenger embarking on a ship or aircraft for a destination outside Australia.

“(4.) For the purposes of this regulation—

‘owner’ includes charterer or lessee;

‘passenger’ shall not include a person who embarks on a ship or aircraft engaged on a short pleasure cruise, commencing and terminating in Australia, and who intends completing the round trip.

“Part 10e.—Retail Business.

Information to be supplied by retailers.

“21e.— (1.) Every person who sells, or offers to sell, goods or services by retail shall, when required so to do by the Statistician, furnish a return in accordance with Form L.

“(2.) Form L shall be filled up and supplied in accordance with instructions contained in or accompanying that form.

AGRICULTURAL DAIRYING AND PASTORAL STATISTICS—SEASON

Memorandum to Farmers.

1. [Required under the Commonwealth Census and Statistics Act 1905-46, by the Government Statist, Adelaide, as agent for the Commonwealth Statistician.] This form must be completed and returned in the enclosed envelope (which need not be stamped), to Officer-in-Charge, Police Station  within seven days of receipt. The returns are strictly confidential and will be used solely for statistical purposes. Under no circumstances whatever will particulars of any individual holding be disclosed to other individuals or Government Departments.

2. A separate return must be supplied for each holding unless the holdings are in close proximity and worked as one. The return should be made for the Hundred in which homestead is situated (Local Government Area if in County Adelaide).

3. The occupier of the holding (owner, lessee, or tenant), is responsible for the completion of the return and he must include all crops grown and live-stock thereon (and live-stock travelling), oven though it be worked wholly or in part by share-farmers or others, if your share-farmers have left the district, or if, for any other reason, you cannot give exact particulars of their operations during the year, please include the best estimate you can of their operations. You are in a better position than any other person to make a reliable estimate of such operations.

4. If you are not the owner, lessee, or tenant of a property of at least one acre, or if you have no crops or live-stock on your holding, please write a note to that effect on the form before posting it back.

If you receive two forms for the one holding, please post them both back with a note on one explaining that your full particulars are included on the other.

If you are only a share-farmer, please forward your particulars to the occupier for inclusion on his form, and post your form back with a note explaining who is including your particulars.

5. Season—A statement of one complete year’s rural operations is required. Generally speaking, particulars should be given for crops planted and harvested during , or planted during and harvested during the early months of . For crops that are practically matured, please make an estimate of the probable yield in such cases and include in your production total. In some exceptional cases, particular dates which the season should embrace are indicated against the name of the crop.

6. All crops grown on the holding are to be included. For example, it you have allotted to some person the yield from a certain paddock, include such area and the yield therefrom with your figures.

7. Total production must include all produce, whether sold directly, delivered to marketing boards retained for seed, or stock feed, or disposed of in other ways, e.g., to a person holding a lien over the crop.

8. Failure of Crops.—Areas of crops, which failed entirely or partly, should be included in the crop and purpose for which they were intended when sown. If the whole crop tailed, the letter ‘F’ should be placed in the appropriate column. Should the failure be only partial, the production therefrom should be shown.

9. Double Cropping.—Where two crops have been grown on the same area at different times during the year, such aula must be included twice in the ‘Area Sown’ column on page 2. In the case of crops which may be cut more than once, include the area once only, but show the total of all harvestings as the total production from such area.

10. Do not duplicate the acreage of the same crop under ‘Grain, Hay, and Green Fodder’. When a crop is harvested for grain or hay it should not be counted as green fodder also.

11. An area on which TWO CROPS ARE GROWN TOGETHER must be apportioned between the two crops.
