Regulations 1998
The Governor in Council makes the following Regulations:

1. Objective
The objective of these Regulations is to provide for further exemptions from the requirements to be licensed as an electrical mechanic.
2. Authorising provisions
These Regulations are made under sections 56 and
111 of the State Electricity Commission Act1958.
3. Regulation 6 substituted
For regulation 6 of the State Electricity
Commission (Licensing of Electrical MechanicsExemptions) Regulations 19921 substitute—
'6. Exemption from licensing requirements

Exemptions) (Amendment) Regulations 1998

(1) A person is exempted from the requirement
to be licensed as an electrical mechanic to
carry out electrical wiring work if he or she
carries out the following work and is
certified in accordance with sub-regulation(2) to be competent to carry out that work—
(a) work on electrical equipment that is used as part of a railway or tramway system within the meaning of section 93(1) of the Transport Act 1983 or for signalling purposes within such a
system; or(b) work carried out by an electric lineworker under the effective supervision of the holder of an unrestricted licence under the Licensing Regulations that involves—
(i) purpose of maintaining or
restoring electricity supply to a
consumer, of apparatus installed at
the junction between a distribution
company's conductors and a
consumer's conductors, or on a
panel provided solely for athe repair or replacement, for the and control equipment; or
(ii) electrical wiring work on outdoor lighting that has been installed for the safety of the general public on land controlled by a government
department, municipal council or
body established for a public
purpose by an Act of Parliament
of Victoria or the Commonwealth;
or

(iii)
electrical wiring work on high voltage aerial and underground electric lines in an electrical
installation and associated
substations and equipment; or
(iv) voltage aerial lines in an electrical
installation and associatedelectrical wiring work on low or protection of those lines; or
(v) electrical wiring work comprising
of the jointing of underground
wiring; or
(c)
work at a substation, if he or she is an electrical fitter and the work is carried out under the effective supervision of a holder of an unrestricted licence under the Licensing Regulations; or
(d)
electrical wiring work on wiring supports and enclosures that is carried out under the effective supervision of a holder of an unrestricted licence under the Licensing Regulations.
(2) An employer of a person referred to in sub-
regulation (1), or the holder of an or person is competent to perform the relevant work, if the employer or licence holder is satisfied that the person—
unrestricted licence under the Licensing
(a) or skills (or a combination of these),
acquired through training andpossesses the qualifications, knowledge perform that work; and

(b)
has been properly trained in the safety aspects and limitations in relation to that work.
(3) In this regulation—
"electrical fitter" means a person who has completed a contract of training or an approved training scheme under Part 5 of the Vocational Education and
Training Act 1990 in the vocation of electrical fitter;
"electric lineworker" means a person who has completed a contract of training or an approved training scheme under Part
5 of the Vocational Education and electric lineworker;
"high voltage" means voltage exceeding
1000 volts alternating current or 1500
volts direct current;
"low voltage" means—
(a) voltage exceeding 32 volts
alternating current, but not
exceeding 1000 volts alternating
current; or(b) voltage exceeding 115 volts
direct current, but not exceeding
1500 volts direct current;"substation" means any premises or place
where a high voltage supply of
electricity is converted, controlled ortransformed.'.
