PART I.-PRELIMINARY. Short title. 1. This Act may be cited as "The State Advances Reserve Fund, The Real Property Acts Ass~ lrance Fund, and the Savings Banlc Stock Account Transfer Approval Act of 1931." Parts of Act. 2. This Act is divided into Parts as follows ;- PART I.-PRELIMINARY; PART H.-STATE ADVANCES RESERVE FUND TRANSFER ApPROVAL; PART HL-REAL PROPERTY ACTS ASSURANCE FUND TRANSFER ApPROVAL; PART IV.-SAVINGS BANK STOCK ACCOUNT TRANSFER ApPROVAL.

And whereas such amount was considered to be greatly in excess of any amounts likely to be required to meet any amounts lawfully payable from such Reserve Fund pursuant to the said Act: And whereas an amount of One hundred thousand pounds was, during the financial year ended on the thirtieth day of June, one thousand nine hundred and thirty-one, transferred by the Treasurer of Queensland from the said Reserve Fund and paid into the Consolidated Revenue: And whereas it is expedient to approve, ratify, validate, and confirm such transfer by the Treasurer of Queensland- It is hereby declared and enacted as is hereinafter in this Part set forth. 4. Whereas the amount standing to the credit of Part Ill. the Assurance Fund established at the Treasury r P e roRpeearlty un . de . r *"The Real Pror r nerty Act ' s 186 . 1 to 1 ' 887 " as at the Acts thIrtIeth day of June, one thousand lllne hundred and ~ ~ ~ ~ ance thirty-one, was the sum of Two hundred and twenty-one Transfer thousand six hundred and ten pounds twelve shillings, of Approval. which amount Forty-five thousand five hundred pounds is invested in securities as provided by the aforesaid Acts, leaving a cash balance of One hundred and seventy-six thousand one hundred and ten pounds twelve shillings: And whereas such amount has been for many years and is considered to be greatly in excess of any amounts likely to be required to meet any amounts lawfully payable from such Fund pursuant to the said Act: And whereas an amount of One hundred and seventy- six thousand one hundred and ten pounds twelve shillings was, during the financial year ended on the thirtieth day of June, one thousand nine hundred and thirty-one, transferred by the Treasurer of Queensland from the said Fund and paid into the Consolidated Revenue: And whereas it is expedient to approve, ratify, validate, and confirm such transfer by the Treasurer of Queensland- It is hereby declared and enacted as 'is hereinafter in this Part set forth. It is hereby declared that from and after the Furt~ ~r P assing of this Act all sums of money received by th . e AprsOsVuIrSalnOcnes re Registrar of Titles pursuant to sections thirty-six, thirty- Fund. eight, forty-one, and Schedule R of *"The Real Property Act of 1861" or under any other provisions of the Principal Act requiring payments to be made to the Assurance Fund and paid to the Treasurer under the Principal Act shall, instead of being paid into a separate Assurance Fund, be paid by the Treasurer into and shall form part of the Consolidated Revenue. 11. It is further declared that from the passing of Pay,ment. out this Act and up to the date of the maturity of the afore- ~ ! s~ ~ ~ dof said securities all amounts awarded by any verdict, verdicts. judgment, or decree of the court as is set forth in section forty-two of the Principal Act, and lawfully payable from the Assurance Fund, shall be paid out of the amount of Forty-five thousand five hundred pounds referred to above as invested in such securities: Provided that the provisoes to section forty-two of *"The Real Property Act of 1861" shall extend and apply. And from and after such date as aforesaid all such amounts as aforesaid shall be defrayed out of the Consolidated Revenue. 12. Property Act of 1861" or under any other provisions of the Principal Act requiring payments to be made to the Assurance Fund shall be and continue to be so payable, and the provisions of the Principal Act shall have and continue to have full force and effect accordingly. PART IV.- SAVINGS BANK STOCK ACCOUNT PART IV.-SAVINGS BANK STOCK ACCOUNT TRANSFER ApPROVAL. TRANSFER ApPROVAL. Preamble to 13. Whereas by virtue of the provisions of t"The Part IV. re Government Savings Bank Stock Acts, 1894 to 1897," BSaavnikngSstock provision was made for the creation of Government Account Savings Bank Stock and for the investment therein of T A r p a p n r s o f v e a r l. moneys deposited in the Government Savings Bank: And whereas it was provided by section six of the said Acts that upon the allotment of any stock issued thereunder, the amount standing in the books of the Queensland Government Savings Bank in the name of the depositor to whom such stock was allotted should be debited with the current price of such stock upon the date of the acceptance of the depositor's application, and that the amount so debited should be transferred to the Treasurer and by him placed to the credit of an Account to be called "The Savings Bank Stock Account" : And whereas it was provided by section eight of the said Acts that all moneys so transferred to the Treasurer as aforesaid should be applied by him for the purchase and redemption of any Queensland Govern- ment Debentures, Treasury Bills, or Inscribed Stock issued under the authority of any Loan Act or Acts, and for the payment of any commission, costs, and expenses incurred in effecting any such purchase, and not otherwise; and that all Debentures and Inscribed Stock so purchased as aforesaid should thereupon be cancelled: And whereas the sum of One million three hundred and eighty-one thousand six hundred and ten pounds fifteen shillings was transferred to the Treasurer in pursuance of the said last-mentioned section, of which amount a sum of One million and eighty-three thousand two hundred and forty-five pounds ten shillings and six- pence was applied to the purchase of Treasury Bills and * 25 Vie. SAVINGS BANK STOCK ACCOUNT TRANSFER Debentures (of the face value of One million and eighty- ApPROVAL. one thousand pounds), leaving the sum of Two hundred and ninety-eight thousand three hundred and sixty-five pounds four shillings and sixpence to the credit of the Savings Bank Stock Account (referred to aforesaid) at the thirtieth day of June, one thousand nine hundred and sixteen: And whereas it is enacted by subsection two of section three of * "The Queensland Government Savings Bank Act of 1916" that after the commencement of slich Act (namely after the first day of January, one thousand nine hundred and seventeen), no Queensland Government Savings Bank Stock shall be issued under t"The Government Savings Bank Stock Acts, 1894 to 1897," and those Acts shall remain in force only for the purpose of the stock already issued thereunder: And whereas the balance at credit of the Savings Bank Stock Account (namely the sum of Two hundred and ninety-eight thousand three hundred and sixty-five pounds four shillings and sixpence) has not been applied for the purchase and redemption of Queensland Govern- ment Debentures, Treasury Bills, or Inscribed Stock issued under the authority of any Loan Act or Acts, as provided in section eight of the first-mentioned Acts, but has been allowed to remain at the credit of the Savings Bank Stock Account since the date abovementioned : And whereas in consequence of the provisions of t"The Oommonwealth and States Financial Agreement Ratification Act of 1927" and §"The Debt Oonversion Agreement Act of 1931" it is not now necessary that the amount standing at credit of the Savings Bank' Stock Account (namely the sum of Two hundred and ninety-eight thousand three hundred and sixty-five pounds four shillings and sixpence) should be app lied in the manner prescribed by t"The' Government Savings Bank Stock Acts, 1894 to 1897" : And whereas it is desirable that the Treasurer should be authorised to transfer such amount so standing to the credit of the Savings Bank Stock Account as aforesaid to the Loan Fund Account. * 7 Geo.
