Stamps (Amendment) Regulations 1996

The Governor in Council makes the following Regulations:

1. Objective

The objective of these Regulations is to amend the

Stamps Regulations 1992 in relation to—

(a) the issue of betting-books; and

(b)

the form of endorsement under section 40A(3)(a) of the Stamps Act 1958.

2. Authorising provisions

These Regulations are made under sections 130 and 167 of the Stamps Act 1958.

3. Principal Regulations

In these Regulations, the 1Stamps Regulations

1992 are called the Principal Regulations.

4. Amendment of regulation 20

In regulation 20(2) of the Principal Regulations, after "imprint" insert "or machine imprint".

5. Amendment of regulation 53

In regulation 53 of the Principal Regulations, sub-regulations (2) and (17) are revoked.

6. Insertion of new regulation 53A

After regulation 53 of the Principal Regulations insert—

'53A. Issue of betting-books

(1) In this regulation, "betting-book" includes a

page of a betting-book.

(2) A person who prints a betting-book must

ensure that—

(a)

each page is printed with a number from a range of numbers allocated to the printer by the Commissioner; and

(b)

the numbers on the pages of the betting-book are in consecutive order; and

(c)

numbers from the same allocation are used only once.

Penalty: 5 penalty units.

(3) A person must not issue to another person or

use or possess a betting-book that does not
comply with sub-regulation (2).

Penalty: 5 penalty units.

(4) A person must not issue a betting-book to

another person unless the recipient holds—

(a) a current bookmaker's certificate; or

(b) a current bookmaker's temporary
certificate.

Penalty: 5 penalty units.

(5) A person who prints betting-books must

notify the Commissioner within 7 days after

the expiration of each month of—

(a)

the quantity of betting-books printed by the person during that month; and

(b)

the allocated numbers printed on those betting-books; and

(c)

the names of the persons to whom the betting-books were issued.

Penalty: 5 penalty units.'.

7. Revocation of form

In Schedule 8 to the Principal Regulations, Form

8.9 is revoked.
