6, Where any bill or promissory note, other than a bill of exchange or promissory note payable on demand, has not been stamped, or has been insufficiently stamped, the holder may, within fourteen days of the date thereof, by paying the duty or such deficiency to the Cornminsioner, have such bill of exchange or promiseory note duly stamped.
